This new OGW card has obvious synergy with Oath of Druids and Yawgmoth's Will. People used to do a similar thing with Eternal Witness. The upside of this new one is you can cast Yawgwill without paying mana, meaning you can leave it up for countermagic and then to cast spells from the grave. The witness oath deck was never wildly popular, but this seems like a step up. Is it better than other oath variants? Eh, who knows. Is it interesting? Definitely. A goo starting point for deckbuilding would be the old witness oath lists, since it should slot right in with few changes.
When its off an oath trigger it does but this is assuming it gets flipped into the yard off that oath trigger before the goblin comes up. Playable maybe.
As other people have implied, the Witness Oath lists are probably not quite reliable enough... It's possible as a localized homebrew, but at that point a more regular Oath seems superior.
