When I was playing legacy regularly and couldn't afford forces, I was running a playset of misdirections. at $15 each, the whole set costs less than a single force of will and works the same or better in many situations.

Anecdotal evidence, but I recently played in a small Vintage tournament (very, very small) and my Misdirections just sat in my hand every time I drew them, doing nothing but giving me a false sense of security. Every time my opponent cast a spell, I was like, "maybe this one, this one, I can Misdirect...awww..."
I've never seen a full 4 Misdirections in a decklist, but some pitchlong lists will play 1-2. They basically act as Force 5 and 6. I don't think you can really argue that they're better than Force, although, Misdirecting an Ancestral is pretty great. They can help win counterspell wars as well.
Some games, your opponent opens turn 1 Ancestral and you blow them out with it. Other games, you never get to cast it because your opponent goes turn 1 Lotus - Silly stuff - either a win or an unassailable lead.
Force of Will, on the other hand, doesn't have highs that are quite as high, but even in games where it does not shine, it's not worthless.
In that sense it's actually a lot like Mindbreak Trap. The best card in the game for some matchups, and an overcosted Dissipate in others.
