Last time they did this there was a hate bears deck that did okay. It used Elvish Spirit Guide for fast mana to power out Gaddock Teeg, Thalia, Spirit of the Labyrinth. It also ran shuffle hate from Leonin Arbiter and Aven Mindcensor and stuff.
Are you looking for budget decks that meet those restrictions, or any deck that does?
If you are OK with non-budget, I'm sure some variant of Legacy Sneak and Show could be made under those restrictions, possibly (depending upon what finishers you use) utilizing 4 Mana Drain as an alternate way to go off.
Alternately, Legacy Infect might make the port (it would only have used Lotus, some on-colour moxen, and maybe big blue anyway, none of which are central to the deck). It would gain the option to use the broken tutors, Windfall, Wheel of Fortune and maybe other cards which aren't in Legacy as a bonus.
This kinda makes me want to try a Vintage infect deck on MTGO...
If you are going to run Gush, you really should add in Fastbond. Also try and get 4 copies of Gush in there. I don't think that you need 4 Lightning Bolts either. Try a Trygon Predator or two as a hedge against powerful enchantments and artifacts.

I would have suggested Gush and a Fastbond also, but the criterion of "Unpowered" maybe that you have no restricted cards, but you the list does include Strip, Brainstorm, Ponder. If you do go that route then Mystical Tutor might also warrant inclusion.
Mystical Tutor doesn't have a lot of targets in the list, and of the targets it does have, many of those cost one mana. With the prevalence of Mental Misstep it seems like Mystical Tutor isn't that good. According to the first post, Fastbond looks legal. Thinking about this some more, Preordain seems underpowered since there isn't really a combo that you are digging for. You may want some more business spells or permission spells. There is often enough blue running around that Pyroblast can be considered in the main. The soft counters like Daze and Spell Pierce are often weaker in vintage vs. legacy because of the fast mana that most decks can produce. Something like Steel Sabotage might go in one of these spots.
