I don't see why I need to run artifact lands when I can run 4x Ornithopter and 4x Phyrexian Walker. I can actually put them down faster, and they count towards affinity for Thoughtcast.
Also, why drop Blightsteel Colossus? It works as a quicker win instead of having to sit there poking them with 1/1 Tormented Souls. On that subject, why drop the Inkfathom Infiltrators? They get the job done quicker.
So, after playing with your version, I redeveloped the deck to be more close to yours, while maintaining what my original vision was.
Once you have infinite turns you don't need to have any creatures to win, you can simply get enough artifacts in play and use Tezz's ultimate. The creatures -especially the Inkfathom's - seem to be extraneous.
Yawgmoth's Will gives you a way to recur your win conditions if something goes south.
Ive been playing a deck with a similar gameplan for a long time. Its the black & blue deck in my signature. I really think you need some kind of counterspells. Even if you get your combo out, a disenchant or something simlar really hurts you.

I have had great success in playtesting this deck, and I can usually get out Time Vault no later than turn 4.

4 Phyrexian Walker
4 Inkfathom Infiltrator
4 Tormented Soul
1 Blightsteel Colossus
Artifacts:
1 Lotus Petal
1 Sol Ring
4 Voltaic Key
1 Time Vault
1 Brainstorm
4 Dark Ritual
1 Demonic Consultation

1 Ponder
1 Demonic Tutor
2 Diabolic Intent
1 Necropotence
1 Tinker
2 Tezzeret the Seeker
4 Drowned Catacomb

Not counting Time Vault, the deck should remain in a budget of $250 (like is is now), so if you suggest changes, make them in that price frame.
Randy Beuhler (commentating): Necro for five?! He's still gonna win, but it's not as much fun!
Brian Hacker (also commentating): Randy all "Necro for nine" Beuhler...
