Could have downgraded it to common and still noone would have noticed (or cared).

Why not "...10 damage to that target..."?
It's a templating thing, so that's just how these kinds of effects are worded. "Target" is a very loaded term in MTG rules language, so it generally isn't thrown around unnecessarily.
Of all of the “‘Cuz limited” responses, this is the most valid for the rarity. Clearly we are beyond this being a rare effect, but burn that scales to that degree in a common slot would be too much imo. Uncommon is perfect for this card.

Cards that target used to say "This spell can't be countered by spells or abilities.". New templating is wierd since Rage could still be countered if target gained pro red or hexproof or some.thing

But that's not "countering," that's just the spell fizzling because it suddenly doesn't have a target.

They *really* like to hold tight to "If a card only has one target, the word target will only appear once in its text".
I really think they should adopt a word as a catch-all referencing things identified by an earlier instance of the word 'target', rather than this clumsy enumeration of possible target types. "Object" is already almost there, but can't include players. Maybe "Entity" as the superset of objects and players? If the template has this as "...any target... that entity instead." text like that would come off less clumsy.

UNCOUNTERABLE. Pauper Burn would have sideboarded 3-4 because it can get them through a blue wall with their alchemists. As it stands this is a respectable limited card but not a whole lot else. I think in constructed any deck that would consider this would likely be the type of deck to run Exquisite Firecraft first.

while it's not exciting, i have no objection to it at uncommon. I wish it hadn't been one of the reprints in a set without a ton of them and plenty of stuff we wanted to see, but if we get a boring reprint at uncommon, it may as well be one people have some fond memories of. better than that blasted dinosaur on the 6th printing

As for Constructed, this card was a lot easier to play when the alternatives were things like Rhystic Lightning or Volcanic Hammer as opposed to Bolt (or even Lightning Strike). The extra 1 over Hammer gets you instant speed, uncounterable, and the kicker, which collectively are probably worth at least that much. Nowadays the cheap burn spells are a lot better, and if you value the ability to deal a bunch of uncounterable damage for a million mana you can play Banefire.
I could imagine playing it as a 1-of in some blue/red control deck, maybe.

I agree but therein lies the problem. This is a set designed for MODERN a constructed format, not a draft format. If WotC can't get limited/draft decisions taken out of a set dedicated to a CONSTRUCTED format, then there is no hope. Just once I'd like to see a set designed without draft in mind, just once.
