It's probably just the sort of random speculation that happens around a rotation. There has been some buzz about the card, but in my opinion it is still garbage. Madness doesn't work because you'd have to have more than four mana available to cast anything the turn you play the Dragon, and the whole point of playing a four-mana dragon is being able to play it on turn 4. If you play it on turn 4, you lose cards in your hand, and your opponent gets a chance to remove it before you can draw any extra cards. While most creatures die to removal, the other ones don't take your whole hand along with them.
It is just a fundamentally bad Magic card, and Madness doesn't really fix that.
My experience has been that unless you're going for some unusually hyper-aggressive Devoid deck, the Scourer is too much of a Storm Crow to really help out. Sometimes it has 2 power on offense, but even then, the flying creatures have 3 or more toughness.
The 1-for-2 removal spell is not good in this format, and we already have three good removal spells, but there are some definite bomb creatures in this format, and I would side Bone Splinters in against them. I don't think I've ever wanted to side in an Altar's Reap in any format.
Well, Sludge Crawler is really only good if you need the early Ingest. We have the Nullifier, but I don't think it's worth running a bad Ingest creature just for that. Spawning Bed could be an 18th land -- three of our colorless lands would be "spell-lands" with sacrifice abilities, so the extra land allows us to afford hitting not only that seventh land, but having a second colorless source so we can use the other one as a spell.
We need a few more playables, and at least 1-2 of those should be creatures. I definitely think we can get there in the next few picks. Our curve is fine.

Spawning Bed
I don't expect to counter many spells, but we have some exile effects, otherwise it flies and that's reasonable on its own.
I think it's close because we are short on creatures, but I'll still opt for Cataract here.
