Rakish Heir and stromkirk captain bring more damage potential to the board. question is vamp midrange control, or vamp aggro.

if using arena, I'd recommend some amount of life gain. if board states stall out, you've put a clock on yourself. all they have to do is survive, you'll kill yourself for them.
towards that point, demonspine whip is a fine bit of equipment, but cheap and efficient is the order of the day.
that one costs you a ton of man to present an offense with.
Banshee's blade is a solid option. any combat damage equipped creature deals, puts counters on it. creature dies, the equipment retains counters. and equipment gives equipped +x/+x where x = counters on banshee's.
also Cardkingdom has it posted for 35 cents a copy. imagine other vendors are selling for lower.
I would also suggest Bloodhusk Ritualist, if you're going to keep a 24 land count for a slower aggro deck.

cards like the bad mirage fetches had ETBT, and then a sacrifice for two basic land types.
the alara fetches allowed immediate use for colorless, and a tap, sac, and mana cost for a small section of basic lands.
evolving wilds was free, but made the land always etb tapped, and only basic lands.
and the onslaught/zendikar/khans fetches were 1 life and a land sac for only 2 land types.
sylvan scrying and expedition map put the land in your hand. both for cmc 2-3
so the cost is probably not quite right.

Original request from challenge maker was for the land to come in untapped. which.. means this card would need to overwrite any such ETBT on the desired land. and i'm not sure how that should be costed. you've got the amulet of vigor that does it for 1 cmc, and a few effects that can untap a land.
This could be a really cool land.

Its funny. i guess they didn't want to deal with some other cards with domain, or care about cards like prismatic omen giving all lands its controller has.. the ability to tap for colorless as well.

only abilities/effects that actively refer to the command zone, function there. otherwise consider it in exile. (but not affected by cards that affect cards in exile)

you do not get to choose the value of X for spells you don't pay the mana cost of.
reducing a spell's cost.. for a spell you don't pay for.. does nothing. Only works with Oath of Gideon.
107.3b If a player is casting a spell that has an {X} in its mana cost, the value of X isn’t defined by the text of that spell, and an effect lets that player cast that spell while paying neither its mana cost nor an alternative cost that includes X, then the only legal choice for X is 0. This doesn’t apply to effects that only reduce a cost, even if they reduce it to zero. See rule 601, “Casting Spells.”
Also.. how are you getting a board state turn 3.. of oath of ajani and as foretold.. and cast Nissa that turn 3?
you aren't. no t1 mana accelerators in standard. the only part that would work is Oath t2, Nissa t3 for 4 cmc declared, 3 paid. Nissa enters with 2, gains 2 by scry, then turn 4.. you could cast up to a 4 cmc creature for free.
but here you are turn 4.. with.. maybe 1 creature on the board, and no interaction for 4 turns. believe you've lost to aggro.
a deck shouldn't be 90% rares from the standard legal cards.
