It can be 0 but you have to have Oath of Ajani in-play. Then it is basically X+1. So you basically tell your opponent your casting it for X and then reduce the cost by 1.So cast on turn 3 for four to get 2 counters and tick up to 4. Then get a free 4 drop on turn 4 value.
Although if you cast an X spell for free the cost of X is 0. Unless you are coping a sell with X and casting the copy then the copy has the same amount of X as the original spell.
