published the article So, 4 of my friends and I are doing an idea I first heard from Emocakes - each of my friends and I bought a different Commander 2013 precon. Every two weeks, we get together and play, and between meetups, we can put $15 of cards in. This is based on the TCG mid of the lowest nonfoil version available to not punish people for having a more expensive version while also gating the decks so that friends with more cards and/or money don't end up crushing those without. Besides, that's what the other EDH decks are for, right? This $15 cap applies no matter how you got cards - already owned, purchased, traded, donated, etc.Posted in: Commander League - Building Nekusar EDH on $15/2 Week Budget
There are some other rules about swapping out cards that aren't in the original 99 and such, but I'll skip over that for now (if anyone reads this and wants to know the full rules, feel free to PM me).

This deck will be undergoing a lot of changes, as I recognize this has some subpar choices, but was limited by what was on hand. I have a lot of changes already planned, but don't have the cards to swap out. Changes with explanations will be below:
8/29/2013 Changes:
-Soaring Seacliff -> Academy Ruins: I found the ETB ability to be generally irrelevant, so usually I was just unhappy that it entered tapped. Academy Ruins doesn't make blue mana, but its ability can help protect against removal, and will generate mana the turn it enters the battlefield.
-Lunar Mystic -> Kira, Great Glass Spinner: I just found the Mystic somewhat underwhelming in playtesting. Kira, Great Glass Spinner adds some robustness to this deck in terms of spot creature removal that it didn't have before.
9/1/2013 Changes:
-Hands of Binding -> Cephalid Coliseum: I was actually 1 land short of where I was comfortable being, and Hands of Binding wasn't particularly stellar in Commander. I feel Cephalid Coliseum is a great utility land that I want in this deck, even if it hits me for 1 when I tap it for mana.
-Minamo Sightbender -> Trinket Mage: Minamo Sightbender was a filler card, and Trinket Mage provides some redundancy for Skullclamp/Sensei's Divining Top, as well as mana ramp in a pinch with Seat of the Synod, which I will be adding soon.
-Writ of Passage -> Dismiss: Writ of Passage was also filler, and not particularly good filler. Dismiss provides some extra permission with a cantrip.
-Petals of Insight -> Expedition Map: I've been somewhat underwhelmed by Petals of Insight. It's got some flexibility, but it's pretty expensive for a draw effect. I've been meaning to get Expedition Map into this deck so that once I start adding utility lands, I can use this to find what I need. Also, Trinket mage can find it.
9/3/2013 Changes:
Spell Snare -> Spellskite: I was excited to put Spell Snare in this deck because I opened a few in Modern Masters, but it's actually really narrow for EDH. Spellskite does work, and can be brought back with the Ruins or bounced via any number of ways to make playing against it a pain.
Courier's Capsule -> Aether Spellbomb: I was hesitant to cut Courier's Capsule for most things because it synergizes reasonably well with Academy Ruins, but Aether Spellbomb synergizes just as well and adds the flexibility of being another bounce source.
Island -> Maze of Ith: This is a loss in terms of mana generation, but this is also part of why I wanted to make sure I got a 40th land a couple days ago.
Island -> Seat of the Synod: I figured why not? Also, in a pinch, this makes Trinket Mage into mana acceleration.
Claustrophobia -> Sword of Fire and Ice: Not super excited by Claustrophobia, and I've been meaning to move the Sword from another EDH deck to this one.
Pact of Negation -> All is Dust: Every deck can use a good sweeper, and now that I'm adding in the other "free" counters, I'm less excited to have the Pact, which can occasionally lose me the game.
Cache Raiders -> Meloku the Clouded Mirror: Cache Raiders was in here as a poor engine for Venser, but now that there are better engines, it's time to swap it out. Meloku is strong, and also useful in a pinch for Foil.
9/5/2013 Changes:
Island -> Halimar Depths: Expanding utility. Halimar Depths will let me get rid of some stuff I find I don't need at the time.
Island -> Riptide Laboratory: Allows some recursion with Venser.
Island -> Mystifying Maze: Provides protection!
Aetherize -> Evacuation: The blanket effect will be nice.
Syncopate -> Thwart: Having a hard counter when tapped out will be nice.
Peel from Reality -> Capsize: The buyback effect will make this swap relevant.
Renegade Doppelganger -> Crystal Shard: Makes ETB effects (such as Venser's) more relevant, and I cant doppelganger Venser anyways.
Treasure Hunt -> Spell Contortion: This is probably a more relevant draw effect to me. I don't really need the draw method Treasure Hunt affords as much.
Drake Familiar -> Erratic Portal: Drake Familiar was filler, but the Portal will be nice.
Think Twice -> Exclude: Counter + draw instead of just a draw effect.
Last Thoughts -> Wash Out: This isn't really a swap out for a similar card, but Last Thoughts was on the chopping block anyways.
Delver of Secrets -> Pongify: Swapping out a one-drop that doesn't do a ton of relevant stuff except draw ire for a destroy effect.
Perilous Research -> Foil: Foil is another "free" counter, and makes good use of excess lands I may find myself having. Also, I don't really want to be sacrificing permanents.
9/7/2013 Changes:
Island -> Vesuva: More utility lands! Vesuva gives me some reduncancy.
Aether Spellbomb -> Umezawa's Jitte: Spellbomb is pretty much just one in a large list of bounce spells in this deck, and Jitte basically wins games.
Augur of Bolas -> Vendilion Clique: Augur was ok with all the instants/sorceries in the deck, but the disruption Vendilion affords is more relevant to me.
9/11/2013 Changes:
Aethersnipe -> Consecrated Sphinx: Aethersnipe was basically just another bounce spell. It wasn't a particularly great one at 6 mana, and Consecrated Sphinx fits the same CMC while providing a better win condition. -
