I play in Beijing every week. I have friends that play in Japan and South Korea. No, it shouldn't be a problem.
Yes, Americans are disliked is some places...just like every nation is probably not liked somewhere. Also not a problem, the magic community rises above all that and comes together without borders. We all love the cards, and people from other countries love going through a foreigner's binder to see all the exotic pretties. Here's some tips:
Always have printable spoilers on you. You can either print one from this site, or buy a Fat Pack becuase it has the card book in it in English.
Compare the foreign versions of cards you own to your own. A quick back-and-forth between the cards can help you recognize what is a sorcery, instant, enchantment, etc...
Know your art.
Do everything in correct phases so the confusion doesn't become compound.
Learn the language, at least the basics. It can't hurt. (My Chinese Magic Vocab is pretty decent)
Learn the price scale. Not every country relies on SCG for prices. For instance, here in BJ cards are often 2/3 the SCG price or less. Don't think in terms of the US dollar. It might as well not exist. Stop converting everything, instead think about the local currency and what staples that can buy you there. I use the Big Mac scale.
I think it can be viable but not the way ravnica was because of the walls and lifegain from u/b or u/w. Especially if you get some of the rares like platinum angel, mine, traumatize, echoes, twincast, time warp,ambassador etc. Most of blue's rares seem to scream mill to me. Blue is usually good in core sets so your opponent might be running some card draw also. If everyone insists on passing mill cards, someone will have a field day
