Probably isn't powerful enough, but it might be playable in Modern. It dodges most of the removal in the format. However, 5 mana is too expensive in Modern and 4 damage each turn isn't worth it (especially compared to Thundermaw).
A playable dragon in Legacy? Call me shocked, but pro-white is huge in that format since removal is mostly of that color. The other relevant fliers are also all smalle (Clique, Delver), and D&T can't touch this ever. This IS good. At 5 it will be hard to find a home for this, but it's as relevant as a 5-drop creature can be in that format.

These types of decks run from 18-19 lands, typically. Aggressive mulligans are the key: you want a threat and a lockpiece in your hand. Otherwise, mulligan.
Let's not be too hasty about our dislike of Russia. At least Putin is able to command the fear and respect of his people, and isn't half the goofball that Bush and the Bushovics and Obama and the Obamavics. If Russia's people are tired of Putin, they can start an uprising and handle things on their own.
Stick with Brainstorm, Ponder, Preordain and Lightning Bolt as 1-drop spells. Use Mizzium Skin as protection. Run Fire // Ice and the new Izzet fuse spell at 2.
I just don't think there's a place for a red deck that spends 6 mana and a land for a hasty 3/3 even if that can be repeated. If anything it's anti-control tech out of the sideboard and only a 1-of at that. Even then why would you bank on flooding out? Chandra helps you actually push through damage while going through cards. I could go on but I'll just go on record saying it's not good.

My personality fits Thunderscape: :symb::symr::symg: : I am passionate about biology, and have a centrist libertarian political leaning. I'm vehement in my dislikes, which include Tolkien and Martin in the fantasy genre, and bleeding hearts of either side in the political world. I enjoy taking walks in nature to clear my mind, and hate seeing swaths of it cleared away for condominium development. You can see a bit of selfishness there, as I clearly don't care about people who wouldn't have a chance to experience the beach if not for having a decently priced condominium. Additionally, I tend to look at things in life and at university from a pragmatic slant. If it will benefit my career, I'll learn it so that it becomes second nature; otherwise I memorize it for a test and move on afterward. So there's a bit of "if it benefits me, good" rather than "yay learning!". Therefore, I feel that I identify most as Thunderscape.

Final Fantasy, Elder Scrolls, Game of Thrones or even Harry Potter cross over cards would be appropriate and pretty awesome imo. Cross overs need to be similar otherwise they end up being ridiculous. For that reason alone a lot of people who like Final Fantasy will not touch Kingdom Hearts because of all the Disney characters. I would be pretty turned off of something that is completely out of the realm of MTG being crossed into. I honestly even thought the anime jace vs chandra duel decks were atrocious
Toss out Martin's schlock for the Malazan Book of the Fallen, or Cook's Black Company. Funnily enough, Wizards did try to make a Harry Potter TCG in early 00's. I think they dropped it 3-4 sets in.
How do you enforce it? If someone didn't want to vote for whatever reason, they could use a technique applicable to dodging jury duty: writing "I hate insert minority here" on whatever they send you for jury duty, then return it to the sender.
Now all we need is versions of Time Spiral and other "free" spells from the Urza block.
