I find it unacceptable that they control the means to produce this card, and have neglected reprinting it to the point where its hit an absurd price... only to bump it from uncommon to mythic as a means to sell us more lotto tickets.
It was in a precon the one time they did actually reprint it

Banning cards isn't really in WotC's interest. Big money cards like Oko and Uro have lost value as a result of being banned.
It's more that it is in WotC's interest to push the envelope with big money cards like Oko and Uro to make sure they are highly sought after, and as a result, a number of such cards have been over the top. If you're deliberately aiming for top of the pack, sometimes they fall under and are more mediocre, sometimes they go over.
I'd say it's a case of WotC taking too many risks with these cards without enough playtesting to make sure they're in line.
Plus, WotC works on a delay between finalising the set and printing, so banning have flow-on effects of throwing off the balancing of the metagame that future sets were developed around. So banning can end up chaining like that.
I must vehemently disagree with you. It's not oversight to continue doing this kind of thing. It's a model and it's not an uncommon model in mobile gaming or free to play gaming. They've determined that they have sold enough of the product - the remaining profit exists on the secondary market where they are only indirect beneficiaries.
The decision makes perfect sense. They've made their money off Uro - time to make room for the next pushed crap to gouge. -

Even if you don't want to minmax reaching a consensus is pretty useful, as if you're beginning you can either build a maximum power cube by knowing what are the essentials, or build a depowered cube with crap cards by cutting bombs right away. You also get to know what cards are actually useful and which ones look good in paper but have poor execution, because a curated limited environment is important for cube now matter which 360 you run (you don't want to have a full powered black section but everything else with mediocre power level for example).
About the second part, I'm not sure if you're trolling or actually serious. I have a Vintage cube with proxies for the most expensive cards (that actually look good, and can pass as the real thing as long as they're sleeved, so looks are a non-issue) and it's a completely different beast from Pauper, both from gameplay perspective and the actual power of the cards. By that logic, why play a tier 1 deck in any format, because if you wanted power you would go play Shops in Vintage, right?

Because those can accelerate a Chalice of the Void on 1 or similar things on turn 1. This cannot. On turn 4 (and that's assuming you play it on curve) you already have full Tron if you want to be cheating on mana.

Lmao, you want to defend an argument but don't want to provide proofs for it other than "you know you're right" and then proceed to cite an outlier from a random-ass standard deck that didn't even run the full playset as if it's in any shape or size relevant to Modern. Yeah, nah. Quote me exactly in which posts Chrome and Opal were deemed unplayable. Amber IS indeed unplayable jank, even in Standard, and this needed Suspend 1 to be even remotely playable. I wonder how it's always people who don't even play modern the ones that complain the loudest about "people complaining" and thinking card are absurdly busted because they share part of their name with another busted card while reposting meme rhetoric like this. Do you think Cabal Therapist is also good because it's a callback to Cabal Therapy?

The real question is why would you want to use cheat spells with a pseudo land as a payoff instead of casting things like Ancestral Vision and the rest of its cycle.
