Teeka's Dragon is replaceable. Just a placeholder for now. I don't know if he wants to get eldarazis'. Steel Hellkite might work.
Vesuva is way out of his budget. I tried explaining to him about 12 posts, but just a bit too expensive. He might try Thespian's Stage but that's not quite as fast/efficient as Vesuva.
The Azurius lands are there because he has them already. But I'll see if he has Tranquil Cove. (I agree it's a lot better too).
Fabricate should be doable - Enlightened Tutor just out of his price range.
I should state, he doesn't want to spend more than $10 a card. Preferably stuff that costs less than $5.
I put in the boomerangs to help protect the Foundry/Meek and Sphinx if it's about to die.
Holy day was just a fog effect - but I think he can cut these - as you can gain a lot of health making thopters and can use them to chump block.

I'm trying to put together an artifact deck for a friend. Trying to keep it somewhat cheap/budget. General idea is to get Foundry and Meek to produce tokens, Sphinx to get more tokens when they do damage. Teeka's Dragon - well wanted a somewhat big creature - since all that mana will be available though the cloudposts. The rest is card draw and protection.
I could use help putting everything into the right proportions or anything else I can add.
Counters on everything! Keep ticking up Everflowing Chalice and you'll have tons of mana. While also nuking permanents with Lux Cannon. Unwinding Clock lets you keep repeating everything on EVERYONES' turn as well.
I have a Primordial Hydra in my Fling deck. So, once he gets big, you can attack with him and then Fling him to finish the opponent. Another trick that comes in handy, if the hydra gets targeted, you can always respond with a Fling.
Foiling out a deck will be expensive. But it's a personal touch to your own deck. If you have the funds, go for it. I'm in the midst of foiling out a combo elves deck - since it's relatively cheap.
@Sparki - God, I'm so jealous!! I've been trying to make a somewhat casual lands deck for a bit now... but to see that deck foiled out, OMG!!!! That's so B-E-A UTIFUL!!!!
I always played casual, so while I was told the decks had to be a minimum of 60 cards, my decks were anywhere from 75-120 cards (no sideboard). I also knew about the playset rule, so therefore there were 4 of each in the deck.
Oh, I have this big fatty in my deck (started off playing green)! Only took me 7+ turns to get him out, even with ramp! haha

Too slow??? That's ashame (since speed was my aim lol). But I will work on it! First thing to do is assemble it.. then test it.. I will post results after a few go arounds at some local tourny's. Thanks for the input!
Please don't take it as a knock to you. I love ramp, I have a playset of Primeval Titans in 3 of my decks! But most legacy decks curves out way quicker/faster than that. Yours may be fast, but establish Tier 1 decks are faster! That's why I was saying to proxy those decks and test yours out against them. You can see what needs to be sped up, what you have to work around and such. There will be a lot of counters in that format, so it would suck when you spend several turns ramping up to a Titan, only for it to get countered.
Good luck on the tourneys. Hey you never know, sometimes you can take a tourney if they aren't prepared for a homebrew. But, you still have a big hill to climb.

You can sub out one of the creatures or Titan Forge for Magistrate's Scepter.
