I'm not yet playing for long, so take my opinion with a grain of salt
But I could see Jace beeing playable, IF the Sultai are heavy with graveyard interactions, so that his +1 becomes a pseudo draw (though you "draw" the card you put in the yard). Since the sultai are both B and G they could easily be centered around the graveyard and they do have the blue in their identity as well, so a Sultai deck could potentially play Jace...
This is a good point. I'm optimistic that this is the case!
Most people I know don't have the capital to invest in a lot of cards so they can have a diverse portfolio. It's hard to choose which cards will really go up in price significantly, and the people I know that do the best make more money from volume rather than individual speculations.
On top of this, unless you find buying and selling cards to be fun, I want to spend my time with Magic actually playing rather than trying to make a few extra bucks!
I'm excited to play Prowess. Because it is a relatively small effect, the creatures should be costed pretty reasonably. I like playing tempo decks, so this will be fun with bounce spells or instant speed draw.
It will be tricky to have enough non-creatures in your draft deck to make Prowess worth while. But a lot of times the threat of activation will be important itself.
I've played against mono green Goblin Charbelcher a few times lately. It's pretty fun when I'm playing mono blue and can basically counter every important card they have.
I'm a little worried that it won't be very much fun to draft. For example, a lot of the key storm cards are at higher rarities. Also, the Master editions in the past were pretty terrible, but hopefully they've learned from list (just look at Modern Masters!)
I think Deathblade is better positioned right now, but I highly recommend you proxy these two decks up (or make them on Cockatrice) and play the crap out of them. They are very different style decks, and one might just fit your play style better than the other.
Once Vintage Masters is released online, it's going to make more people excited about the Vintage format, and some of those people are going to want to buy cards IRL.
