Many people have found that delver does not stick in modern. He is far harder to flip and protect in this format then in legacy. You may be able to run 2 restoration angels and some more control magic?
You may want more spell snares and tribute to hunger seems inconsistent you may be better off with devour flesh esper charm is quite good
Over all it looks like you may have to splash a 2nd color. black will get you hand hate and sac outlets
White can get you artifact hate, and value cards, ranger of eos, sun titan, and revilark
How well do you think scatter the seeds does in comparison to sprout swarm? I have heard that sprout swarm was broken in limited and wondered if you may be better off using that but I have no tried it so farm.
You could try using Intangible Virtue to reduce the mana curve slighty (and it would be pretty nutty with sprout swarm if you go this way
If you have the cards splashing black for lingering souls would be strong but you may not

BTW: mono green mana ramp is a pretty cool deck as jmlima mentioned. I have seen a few people trying it out and it has potential but people have not gotten it to quite be perfect yet.
Budget control is hard to put together, you are better off brewing up a tempo list if you want to play control that much
With the banning and modern masters I think wizards wants to make modern a popular and not to expensive format, currently that is failing miserably but I feel like they will continue to look into it, at least I hope so.
Btw what other standard cards do you have? I have seen some people do well when they took a standard bant agro deck to modern with birds (this was over the summer when standard had dumb mana fixing though)
If your having trouble with your 1 drop removal slot I noticed you never mentioned engineered explosives
It can only hit 1 and 0 drops which may not make it worth using but I thought you may wanted to take a look at it

And how do you get by on 24 lands I can't seem to hit my 3rd land drop on 26 and keeping a 2 land opener?
Also I want to use snapcaster mage in my deck but I know he is a trap with how many spells we run
Thalia is great verse storm but the card you are looking for is Grand Abolisher I think
Your pod match is probably bad. Regular meleria pod has trouble with it
Anyways for Vetrix you really don't want to play under 20 lands unless your combo. Having a few lands if fine early with agro it's late you don't want them. Besides you have 4 arid mesa's so you can deck thin yourself a bit anyways. To be honest I am still not sold on loam lion being a good card. I find in these decks your mostly green/red and he doesn't come down on turn one to the same effect as kird ape does, if he comes down on one... Qasali Pridemage is pretty good but once again your more red green
Burning tree may be worth trying out.

Oboro, Palace in the Clouds helps as a finisher
hedron crab is not nearly as strong without fetches but they are so expensive atm
