Burn will have destructive revalies for leyline amd they will bring them in when they see sceptor. Also they can respond to iscron activation with angel's grace on it. I suggest you use timely reinforcements instead of leyline. Perhaps have enough side cards to be able to cut silence and sceptor.
Currently I am on green white emeria on Tuesday at my lgs. The reason for the deck choice is due to the fact that my meta is mostly fair decks. Which it is good against.
The number of people is highly dependent for the meta at my lgs. Livonia Michigan. Last week we had some over 30 people (on a Tuesday) with numerous affinity and jund and fish. This week we has about 14 people no affinity no jund no junk. It was all over the place but mostly uninteractive decks. Storm, amulet. I split first with a scapeshift deck (I am on green/white suntitan control)
I would cut the black, it seems really unnecessary.
Also the new jace seems sweet in this type of deck. You can use the loot to bin miracles, and to miracle stuff during the opponents turn. I am not really a fan of 20 lands in this type of list, and same as the person above me I don't think this is a peer deck
You probably want more than 22 lands even with the signets and mind stones

Wormcoil isn't to bad atm he is better than frost titan,harder to kill better verse agro

Here are two establish decks that are exactly what you described you wanted to play, I suggest you read up on these two forums. I played the mono blue tezz version for a long time it was super fun, but I felt it fell out of favor when pod got banned just because gbx and splintertwin where a hard match for my version of the deck. I feel that anything I say will not be as useful as that is in here so read these, but I will say that you need ensnaring bridge

I highly recommend scavenging ooze that card is good and better with scales

4 green fetchs over rootbound crag
Overall if your splashing red you may want to make it grull with one white green shock and wild nacatal
