    Grafdigger's Cage stops Raven's Crime
Thats not a reason to not play this card, but usually people choose sideboard cards that go well with maindeck

Just played a 18 people tournament today. Went 3-2 and on top 8 lost to affinity. Lost to martyr proc(impossible matchup) and company with reliquary and colerahelm combo (he settled the wreckage my letal attack on g2 x.x). Won against budget hollow one, mono green stompy and humans. I played homing sliver main deck and it won me games against humans (fetch for galerider) and stompy. I’m a little desappointed with the deck in current meta, almost every deck is good against us. I’m thinking to try fast slivers instead the company, as my field is aggro, this version might be better, not sure.
If you want to try fast slivers, go with my build. Most of the times people do it wrong and then say Fast Slivers dont work. That being said dont expect it to be super deck, it can be good for some metagames but Im not sure it is now, fundamentally its not a hard deck to handle - we rely on tapping creatures sideways and have very little disruption

Interesting, what makes you think Martyr is a bad match-up? I have never lost a martyr match, a few games yes but never a match.
Because Slivers arent fast enough and dont have much disruption, Martyr can pull slivers into late game with champ blocks, life gain, removal, wrathes and prevent damage combo. There it wrathes the board and gains massive card advantage via its engines.

So whyn't you run Phantasmal Image?
The most important thing, Image doesnt work without a creature on the battlefield. So if you dont draw Crab or it gets removed you get a blank card.

Swapping Racks out for Davriel. The deck doesn't really want more Rack effects even if the card also discards, and The Rack is the most expensive card in this version. That brings it from about $60 to about $40.

Made a couple changes to the OP list btw:

    -2 Dismember +2 Victim -4 Scrutiny +4 Divest
Why no Funeral Charm? This card is solid at 2 or 3 copies in non budget list. In contrast to Duress and Divest with both being meh mainboard because they can easily become dead in a matchup. Funeral Charm is flexible which is very important for 8 Rack, budget version lacks removal and this card is a solid removal (killing 30% of top50 creatures https://www.mtggoldfish.com/format-staples/modern/full/creatures. Fatal Push kills 50% and is removal only). And instant discard is always solid in 8Rack. Easy 4 copies main for me for budget list, Id cut 2 Duress, 2 Divest. And another 2 of both for 4 Cry of Contrition (or Blackmail to spend some $).

I dont see 'save 5 damage' text
Casting this vs Affinity, Burn and any other good aggro might be the last thing you cast in game

I dont think thats exactly what we need as at 4 mana without haste thats kinda late
But his abilities sound good and demand testing

Came here for Davrel. I plan on putting the following together, and I actually think he is quite the get for the list, not some budget option:

The only card I'm really wondering if I should consider is Waste Not, and the sideboard is really just a concession to dredge and Phoenix being what it is right now. I'm also of the mindset that some of the Relics could very easily be in the maindeck.
    I like both new cards
but I like pw more, because its both effects we need in one card, consistency is very important here
removal is a bit of winmore card
Sign in Blood is a bad choice imo, its for attrition matchups and super bad vs aggro, so its not for maindeck
to play 6 3-drops we need 23-24 lands (this number goes lower if we cut Smallpox but I dont think we should)
If my assumptions are correct the best decklist shuld be

With fetches (+Fatal Push), Murderous Cut and Dakmor Salvage being personal preferences.
But for test purposes it is better to higher nubmers for new cards

That's 24 Modern-relevant reprints from an entire set dedicated to Modern and 225 cards that are either draft chaff or irrelevant to competitive Modern. That's far from an efficient reprint strategy; WotC's comments regarding their ability to reprint more Modern staples across X amount of misc supplemental sets, products, etc seem much more reasonable considering they have two years worth of products in which they would have to scatter those 24 reprints across.

    1. Given the number of rares and mythics in a set, that's actually a fair number. There are only so many common staples.
    2. MM and other product never were at odds except in Wizards' twisted rethoric. Printing staples in one product never did prevent printing differnet staples in another.
    3. Wizards has vowed to reprint cards in normal products repeatedly, while failing to do so in meaningful numbers.

    1. That number includes cards like Vines of Vastwood, Mutagenic Growth, Mirran Crusader, Bolt, Swans of Bryn Argoll, etc; I tried to be generous by including anything that might've been in a tournament list within the last 4 years, including Twin. And exactly; the fact that there are only so many common/uncommon staples is a great example for why dedicating an entire set to the purpose of reprinting 24 Modern-relevant cards is less efficient than jamming those cards into other products over the same 2 year time span and use that R&D on something else, Like Modern Horizons.
    2. & 3. As mentioned, what WotC recently promised and whether or not we should accept it at face value is a whole conversation unto itself. WotC hasn't given me much reason to defend them in recent years, so I rarely do, but I'm giving them the benefit of the doubt on this one. Charging players more money for less cardboard is a profitable gig, and since I find it hard to believe WotC just doesn't like easy money, it makes sense to think there's some truth to their logic.
There are modern staples that cost less than $1 thanks to printing volumes
If we open https://www.mtggoldfish.com/format-staples/modern/full/creatures we see Narcomoeba, Kitesail Freebooter, Arcbound Worker, Mantis Rider, Gurmag Angler, Crackling Drake
Cards you mentioned are important part of modern, there are 50 viable modern decks that can win a gp. If those cards arent in top200 played that doesnt mean people dont play and pay for them.

Why didnt wizards print Modern Masters 2019?
Thats so stupid of them imo
They could sell modern staples at $10 per piece of paper
Now players complain and counterfeiters get a free season of printing Jace, Opal, Liliana, fetches and so on

I think horizons will bring them more money than another masters set easily. If even 2 new cards are staples in modern that’ll be enough to sell tons of packs as it’s the only way to get them.
as for the original question, the simple and reductive answer is that the masters series wasnt sustainable. too many competing interests, and the product either had to adapt or move aside for something new.
What competing interests? 1) They can print a set and be sure it will be sold (make money) 2) Players happy with prices going down 3) Players get a new somewhat unique set to draft
Whats else is needed from a product if players are happy with it and company makes money?

Whether or not we should take the comments at face value or not is a different conversation, but they've already stated how MM did more to suppress Modern reprints than promote them and going forward they'll be able to reprint more Modern staples now that MM is decommissioned. Folks keep asking how will they be able to reprint Modern cards without a Modern Masters set every 2 years, which seems like a legitimate concern at first glance, but if we look back to the set lists as a whole, we can clearly see how inefficient they were.

Using MM15 as an example, 249 cards were in the set and as of today there are 48 cards currently worth more than $1. Out of those 48 cards, less than half are Modern staples or see fringe Modern play; the other half are holding value due to Legacy or EDH play.
24 modern staples per set is very effective strategy for me, I dont need much more. Modern Masters is a limited set, Im perfectly fine with junk cards to make it a great drafting experience. Also set like this cant print too much, either it is too expsensive or it will drop printed card prices into oblivion both of which is not ok.

they've already stated how MM did more to suppress Modern reprints than promote them
I dont understand this. How can MM suppress Modern reprints? It usually sparks interest in the format

I dont see why Diffusion Sliver is great. It slows them down by 1-2 turn (and you by 1 turn), does nothing against Awoken Horror and Anger of the Gods
Maybe Harmonic Sliver should be played mainboard because Whir seems unwinnable without it. Affinity still a big player and it does something against Tron

They changed how remembering to pay for Pacts works. It's no longer a game loss when they draw their card. My strategy is very legal. I'm not required to remind my opponent about their triggers until it becomes clear they have forgotten them. Since they changed the way Pacts work for paying them, I have no way of knowing he forgot it until he uses his mana for something else. Once they use their mana for something else, they will not be able to back up and pay for the pact, which mean they lose.

I think I had a Watery Grave instead of the Swamp actually and didn't remember it correctly
I found this strategy is legal as specifically said by Toby Elliot in comments of https://blogs.magicjudges.org/telliott/2019/01/21/policy-changes-for-ravnica-allegiance/

As the opponent? Listen to judge's ruling.
As for what I feel should happen, I'm ok with official policy in every REL
Sorry I didnt get "Should the Pact player now not be responsible for their "lose the game" trigger just because *you* didn't remember it"

As for my case I convinced myself its cheating
I choose timing for trigger, thats not what rules say
I'm aware of this, I do this intentionally and I do this to gain advantage
So yes investigation should be considered

If I'm mistaken please point where

If my opp draws a card to help him pay for trigger or to gain information what lands is better to use for trigger then this definitely a cheating
Manipulating trigger's timing is cheating in this case
And this resembles situation when you wait good moment to put opp's trigger on the stack
