I have to agree, Especially if your wanting to stay in the same color schemes. Ugin and Karn I believe are the only colorless Planeswalkers . Maybe a play set of Oblivion Stone or even Mindslaver.
They are indeed the only colorless walkers. All Is Dust does a really good Ugin impression but isn't too cheap either. Winnower and Hellkite can do work, but they don't replace Karn, they just change how the deck plays. There is no budget replacement for Karn because what he does is so unique (7-mana unconditional exile that leaves behind a must-answer threat).
All is dust does do a good ugin but like you said not with huge savings.
I would maybe start looking at new emrakul considering the relatively low price tag and powerful effect+(massive) body

Hey all! Casual magic player here looking to get more serious into a format. I was originally going to do Standard but the rotating format really turns me away from it, knowing that if I were to spend $200-300 on say Temur Energy or Ramunap Red, it'll rotate out a year later. Thus I'm looking to get into Modern! I'm willing to spend a more at the beginning than I would on Standard knowing that Modern is an eternal format.
Cards you already own: no modern staples so starting from scratch
Colors you like to play: fine with any color, but I think my playstyle lends more to R/G/B
Style you like to play (control, combo, aggro, midrange, tempo, ramp, rogue): definitely aggro or midrange, i like to be more active rather than reactive
Level you want to play at, or aim to build up to (causal, fmn, ptq): starting with FNM, then potentially building up to PPTQ if i stick with it
Budget: for a new modern deck i'm willing to spend i'd say up to $400-500 at the start, for a deck that i could start bringing to modern tournaments and then perhaps slowly build up to a stronger version of the deck over time
I wouldn't be adverse to masterpieces being new proper creatures from the dominaria storyline. They don't need to make them standard legal, but how cool would it be to see a card that finally does urza, mishra, gerard, etc... justice?
Caldera Lake and all the other Tempest-Pain lands aren't "bad" lands; they are considered BAD only because people compare them to the Apocalypse painlands [Shivan Reef as it's counterpoint.]. now when you have enemy-wedge lands as commons [Highlands Lake] do people consider the Tempest-Pain lands really bad.
back in the day, when your only option was shelling out the cash for an actual dual land, these painlands were acceptable when running enemy colors. now that the game's meta has changed- do people label it bad.
Now, people who can afford them, play Volcanic Island and Steam Vents; while those who don't, go for Shivan Reef, Highlands Lake or Izzet Guildgate. Tempest pains are left in the nickel box.

I want to brew something with a lot of synergy, and is very resilient to disruption. What are my choices? Most tribal decks that have the brewing and synergy I like die to wrath effects.

Gideon of the Trials, my guess for third would be Gideon, Ally of Zendikar, it doesn't actually meet the non-ult requirement but I guess they counted it because it can ult the turn its played?
They're all the last ability with the highest loyalty? I guess we just don't agree on what an "ult" is.

I want a necropotence with cool art possibly with a human wasting away as they trade their life for power.
