Legacy players who would want to foil out Lands/Blade decks might rather have the Coldsnap/Kamigawa foils of Depths and Jitte. Pimp foilers tend to go for the earliest foil possible because they're harder to find NM.
I kinda want Unmask and Cabal Ritual because I prefer the new UI/Border from a design standpoint but old border black foils are the prettiest foils ever and FTV foil is the ugliest.
The timing of this character's introduction positively reeks of painful commercialism and corporate pandering.
Even if the Ghostbusters reboot didn't insult as many people as it did, it's pretty dang cynical marketing to introduce a character like this only now and expect it'll help the character's premiere.
It shouts a lack of confidence in the character to have enough appeal in itself.
Kaya's cool, I guess. Albeit pretty bland.
And that's not just a matter of her arguably plain looks, which have been noted do help the 'mingling assassin' deal. Or it would, if her defining description was assassinating people and not ghosts.
She's Kaya, Ghost Assassin. If assassinating people were a character's prime directive, then we'd much more easily welcome a bland appearance.
If it's utility for discreet meetings with people in shabby places, then why aren't the rest of the Planeswalker roster who do the same blanded down in looks? Give Dack Fayden a potato nose immediately. It's absurd that smarmy face hasn't eaten a few socks to the shnoz!
It's also highly unfortunate that her antagonist in the story is a successful white male dressed in republican red whose villainy involves mistreating a woman.
I wish she was introduced to us in Return to Ravnica block, in a feud with Vraska or Teysa. That would have actually been interesting.
Instead we got a useless Gideon in Gatecrash (The set featuring Orzhov), a set called Dragon's Maze with no dragons and a confusing resolution. And now this. What a horrible shame.
The worst part of Ghostbusters is that it's a completely bland movie that wouldn't have caused so much drama if Paul Feig hadn't preemptively called everyone sexist racist *****lords for daring to say his movie was anything but precious and perfect even before anyone actually started making fun of the horrible trailer.
It does reek of insincereness: Here's a black woman, probably the most under-represented character in america. But we don't believe she can carry a story so dress her up like a girl you saw on the street so we can call out everyone who thinks she's underdesigned and bland a KKK member because she kinda looks like someone you'd see in the street who may or may not be opressed.
I was happy when I saw the mongolian man in magic was a nutjob who probably hoards dragon dildos because flaws and quirks are more relatable than bland inoffensiveness unless you're so superficial all you can see is her dark brown skin and unruly hair (which I'd argue is actual racism). Then again I don't play in the tumblr opression olympics.
And sometimes your own insecurities get projected onto other things. Lots of times. Probably this time. Definitely this time.

In my experience the only people who like being coddled and given specially tailored technicolor toys, because we apparently are too stupid to play with the white toys, aren't even minorities but hysteric rich white women who have unressolved feelings for their mexican pool boy or white men directly making money out of x/y movement's donations pool. But who cares about what the brown people have to say, tumblr and curriculum-padding college courses know what "minorities" need better than the people who happen to belong to those minorities!

The last time I got a card was when I agreed to get italian language.
Luckily that card was worth all but $1 of my points so I don't have to care about this thing existing any more, it really went down in the past months specially for non US users.
It's not just Legacy. People in Japan just love their constructed formats. I'm pretty sure thorough feedback was given, and LGS in Japan probably weighed in more opinions that are relevant to their pockets. It's not really hard to figure out.
In any case, this case is not just isolated in Japan and Europe. It's really hard to justify more Legacy events. A format that is restricted by powerful cards, which are in low supply, has low potential for future interest and growth in the community.
No matter how much people are dying to call Legacy dead, the attendance numbers and price stability of staples tells an entirely different story.
They don't want us playing Legacy because it sells less boosters of ***** sets like EMN.
They could fix this by making more sets like KTK, RTR, ISD, NPH, ALA, ZEN, LOR, TSP that actually sold out in part thanks to Legacy (and Commander/Modern) players but no, they need to keep making "three good cards for standard, everything else is crap" sets because we're in an age where companies compete to see how much they can penny pinch and browbeat out of you instead of how much they can improove over the competition.
Designing for Legacy isn't hard, you don't need to make "U. Instant. This spell can't be countered, you win the game!" cards. Nahiri, Thought-Knot Seer, Flip Jace, Monastery Mentor, Eidolon of the Great Revel, Deathrite Shaman, Golgari Charm, Young Pyromancer, Griselbrand, Delver of Secrets, Liliana of the Veil, Snapcaster Mage, Elesh Norn, Gitaxian Probe, Surgical Extraction, Glistener Elf, Emrakul, Iona, Jace the Mind-Sculptor, Stoneforge Mystic, Batterskull, Preordain... All these cards are post NWO, have made waves in Legacy, some completely changed the format and most didn't even get played when they were Standard-Legal.

I get your point on the colors chosen by the artist, they are quite plain. I agree with you there.
BUT…. This is an ASSASSIN! An assassin wants to blend in, be nondescript, unnoticed. The attire fits that perfectly. Frankly a real assassin wouldn't let you see that much of his/her face and should be hooded or wear their hair in a very unassuming fashion.
I find it refreshing that every female doesn't have to look like some cartoonish teenager sex dream with boobs the size of watermelons and a 10 inch waist dressed in dental floss. And the same goes for guys looking like some steroid ripped romance cover beefcake that looks like they stepped out of some Beverly Hills spa. 99% of humanity isn't that way.

Why is "strong" in scare quotes? Elspeth, Kiora, Liliana, Chandra, Arlinn, Nahiri, Vraska, Narset and Nissa all seem plenty strong to me. Is it possible you were using "strong" as a euphemism for "not as explicitly sexualized as you'd like them to be"?

You character has to stand out even if he's "an assasin", spy or part of a uniformed organization. Look at Hitman, Assasin's Creed, Bloodborne or closer to MtG the cathars. You know who is who because of the little details, this design has no little details to look at. She doesn't even have a standout silhouette.
Her jacket could have a nice pattern on the hood/sleeves, her scarf/sweater could be an interesting color, she could be wearing an interesting hair adornment, in short she could be actually designed instead of just a black lady dressed like a random northern WA citizen.
