Heliod behaved very "white" in the story. White is the color of authority and rules, at times to the point of rigidity and tyranny. Heliod considered himself the big daddy of Gods, thus his position is not to be challenged, be it power or knowledge, even if such position was self-imposed by his ego.
Looking at Amonkhet gods after seeing their Theros counterparts, gotta say I much prefer worshiping the Amonkhet denizens, Theros Gods dastardly immaturity serves as good lessons and awful acquaintances, except perhaps Kruphix and Athreos. -

I suggest Contamination after seeing your list because you have high number of mana artifacts to support that strategy. I also noted about the budget restriction, but it seems like a viable upgrade when the deck comes to it.
In one of my successful usage of Contamination, I equip Daxos with Skullslamp and Gift of Immortality then drop Contamination, each turn I recur Daxos to draw cards and quickly found mana rocks I need to maintain that lockdown. Daxos being the underdog tends to deviate attention away from me till it happens. -

The Tarkir dragons we witness thus far (base on story and cards) are a vicious bunch. Sentient, perhaps even wise, but they showed no intention of stopping their attack on Tarkirians. Ugin very much gave birth to all the dragons and never told them to stop toying with the less powerful races, the Tarkirians are beneath his notice.
Yes, the dragons were dominating in Fate Reforged, but in Dragons of Tarkir it's possible that they had fully earned the worship of their respective clans so they start wars against each other instead. The dragons had territories, now with the lesser races they'll be able to expand that territory.
So in the end, where Sarkhan sought to end the clan-battles by bringing back dragons, might end up only making it more fierce than ever. If that happens, I adore the irony, and find it perfectly fitting for someone who dare to manipulate the past for his own obsession.
I'm a Melvin Vortho Spike. I thrived with creative usage of mechanics, like puzzle pieces to form the grand tapestry, but also prefer the tapestry to be beautiful at the same time, one reason why Cytoshape is one of my al time favorite card.
I like Commander because it makes me design a deck accordingly to my chosen general, which allows me to combine all three of my characteristics.
Another question: Are you playing to win, or playing to play?
Both. It's very fun to beat my opponent with bizarre, non-cliche combos. I do, however, keep a few hardcore decks around just in case my opponent is an immense A-hole who bullies other players with internet decks. I teach him helplessness.
Final question: How much of your ego is invested in your potential win?
My ego is invested in winning with style, not brute force, because it takes creativity and skills to win unconventionally (or just an unprepared opponent). I cannot allow myself to just play a deck for a quick win.
Yes, Ugin survived, a necessary hero in a multiverse full of formidable enemies, but Sarkhan might become the Khan (or prime slave) of Mardu dragons in this future, and I really don't want to see his face again. Misguided as Yasova was, she made a point that what Sarkhan deemed "worthy" in dragon-oppressed Tarkirians, to her it's like being hunted down like vermin. Yes, the Tarkirians were great, but the dragons were greater. Sarkhan failed to see that, his obsession with dragons is strictly one-sided admiration ignorant of ancient Tarkirians' welfare.
He remained a tool to the end, from one dragon to another. At least he's satisfied.
I drew my commander.
My opponent thought he was going to win so he was already tapped out, and he was pretty sure that my commander couldn't do any good. I proceed to activate infinite mana combo by dumping Worldgorger Dragon into graveyard, revive it with Animate Dead, and cast Stroke of Genius on him for 3 billion cards.
2) Then there's that one time when my opponent decided to play Phage the Untouchable, I Oblivion Ring her, then blasted the Ring with Beast Within. Apparently he didn't think about Phage's down side when he added it into his deck
Either way Sarkhan's going to have the ecstasy of his life. He's been a dragon fetish for the longest time, a world where dragons rule over everyone is probably his most obvious wet dream. (And if he could, he might spread that doctrine the same way Phyrexians spread theirs, "compleatly".)
Knowing what will happen doesn't change the fact it's a loss to let a finely established era disappear so soon. If it was explored and expanded further, like Dominaria before the Time Spiral block, the current Tarkir wouldn't be so "gone". Even the Mirari storyline took two blocks to finish, Tarkir could've done the same before it "time-shifted".
It's kinda unfortunate, because the characters and storyline in Khans are so interesting, it's a shame to see them go away so soon in Dragon. Well, not go away, but altered, and unlike Planar Chaos which we knew is an alternated timeline, Dragons of Tarkir is very much a set-in-stone future.
I'm gonna miss the Khans.
I played tested your deck and added Eternal Witness and Acidic Slime for functionality, although I wonder how I should fit them into the theme. The girl is simple, but the slime...
With all the land/creature shenanigans I added Bloodghast and Nether Traitor, but that brings up the aforementioned question of flavor...
As for the emo-boy-feel, I tried out Sorin Markov.
Addition discard comes from Delirium Skeins. Bottomless Pit works but requires more dedication to mend the random discard. Twilight's Call brings out a lot of hell with opponent's grave being empty.
Bloodghast was a card I used in my version, not only it returns when you play a land, can be easily dumped into graveyard, and it also gains haste when your opponent is low on life after the Cloud. Damage wise, The Rack is a pain to deal with. There's also Spinning Darkness for additional pain.
I agree that Life from the Loam and Worm Harvest are both great choices given that they could function even in grave.
The new Torrent Elemental would be very powerful if you go for the enchantment/artifact mana route, although you'd need to find a way to exile it regularly. Too bad the mana from Food Chain cannot be used to fuel Death Cloud. Perhaps a new variant for later...
Maybe Whip of Erebos? That would require a lot more creatures though...
Now onto the reading... Do you intend to use any green with it?

That is true, I forgot that multiple copies of Dragon Fang can create a better loop with Skybind.
God-Favored General puts TWO token enchantment creatures into play, which triggers Skybind twice per trigger. Extra creatures also work well with Master of the Unseen, Aura Shards, and Eidolon of Blossom. If you go with the token routes, Spear of Heliod would be a nice addition as well, both pumps creatures and destroy attackers.
A notable combo of Heliod's Pilgrim with controlish aura such as Arrest of Faith's Fetters could be utilized with most of your cards. Technically, you can use Flickerwisp to exile the aura then return it to enchant another creature/permanent, and gain benefits again (such as from Fatih's Fetters).
Given Skybind's initial cost, I'd reduce it to 3 copies, down from 4.
It's always a Nemesis plot! (a star to those who know the reference :D)
I really love the idea of Manifest, and I think in addition to bouncing we can also use Blink mechanic? Momentary Blink is one way to "unmorph" non-creatures and it could be utilizes to save those precious spells.
If non-permanent: Bounce and cast.
If non-creature: Blink and return it to its original form.
If Oblivion Ring: "You've activated my trap card!"
