I think a comparison should be made between an Agustin-based control deck and a normal MUC deck sporting Meloku, Jushi, etc...
Obviously, normal MUC would win in the "mirror," and still dominate aggro. Why play a worse version of an already good deck?
@Fiend:
Your first and last guildhalls resemble other cards in this block a bit too much (read: Guildpact's Izzet guildhall and Dissension's Simic "Roost" aura - enchant land, respectively). Great otherwise.
Unfortunately, because of the official wording ("Attach target aura enchanting a permanent to another permanent with the same controller"), this lockdown doesn't work. WotC just had to spoil the fun, didn't they?
At least it has wicked art, and can move non-enchant-creature auras in addition to enchant creatures.
I think WotC is aware that they're making many good uncommons (whether constructed "playable" or not), but have not been doing so with the intention of making a "power uncommon cycle".
Simic ?
I've tried bivouac, lab, laboratory, enclave, peninsula, isle, petri/dish, culture, zoo, academy, and, yes, combine. I'm stuck. Probably an obscure word, or I just can't think of it.
The colors are B-L-A-N-D. The Simic and Azorius insignias have the same color. Couldn't they have gotten a better color scheme? Unless it's simply the link's low res.
Purple and bright green? Who are they kidding?!?!
Blue background + green insignia would have been teh awesomeness for The Simic Combine.
After seeing the mana cost of the enchantment "Antienne d'Rakdos," previewed by Mana Rouge, and after viewing speculation on a possible Azorius counterspell with the same color-committments (2C1C1C2)*, it seems there might be a "cycle" of enchantments in each guild with the same color requirements and CMC!
*Where C1 is the guild's first color and C2 is guild's second color.
It wouldn't tap target permanent for only 1WU--this ability functions as mana denial early-game. More likely it will tap nonland permaments or just creatures. Still, at 1WU it would be quite good in limited--better than the other guild halls, in fact (but that doesn't mean it won't happen).
I really like the complete version of the Senator (Azorious champion) and the Azorious Guildmage. The guildmage looks to have a scepter--stasis-looking, in fact.
Sideboard options: Fetters, Keiga, Ghostly Prison, that new 1cc white spell, Yosei.

At best, GAA.dec will be a metagame deck.
Feel free to argue differently.

Azorius Court (appears three times on orb)

Edit: I'll try "potato" next.

Joking aside, the signet does look embryo-like, which reflects the guild's scientific nature (ha-ha, get it, nature).
?? :/ ??
Edit: I hate you mad mat. *Grumbles*.

Rancored_elf is no longer a toy
of WotC's roaring beaurocrats,
nor of their corporate bumbling rats.
And with that, I say,
Congrats!

I'd absolutely love this if it were printed.
Already (kinda) exists in that black card from Darksteel (3BB, remove all counters from all permanents and all tokens from the game).
Enchantment

Return target permanent you control to its owner's hand. Draw a card.
The first two cards will never see print, but here's hoping.
