    The 'devotion' ability is a static ability that only applies on the battlefield.

    Killing Wave is a sorcery, so I'm assuming it's your turn.

    You're the active player, so you make your choices first. Then each other player makes his or her choices. Then creatures are sacrificed and life is paid simultaneously.

    If Blood Artist and another creature die simultaneously (as they do here), Blood Artist will trigger:
    603.6d Normally, objects that exist immediately after an event are checked to see if the event matched any trigger conditions. Continuous effects that exist at that time are used to determine what the trigger conditions are and what the objects involved in the event look like. However, some triggered abilities must be treated specially. Leaves-the-battlefield abilities, abilities that trigger when a permanent phases out, abilities that trigger when an object that all players can see is put into a hand or library, abilities that trigger specifically when an object becomes unattached, abilities that trigger when a player loses control of an object, and abilities that trigger when a player planeswalks away from a plane will trigger based on their existence, and the appearance of objects, prior to the event rather than afterward. The game has to “look back in time” to determine if these abilities trigger.
    Example: Two creatures are on the battlefield along with an artifact that has the ability “Whenever a creature dies, you gain 1 life.” Someone plays a spell that destroys all artifacts, creatures, and enchantments. The artifact’s ability triggers twice, even though the artifact goes to its owner’s graveyard at the same time as the creatures.

    Has anyone ever seen an Elf or a Merfolk in a superhero comic? They just don't fit thematically. They have no business in a set like this.

    I'll vote natural mutants. The 'mutant-as-science-experiment' angle feels too similar to Innistrad's zombies. Plus, the most prevalent mutants in comics (the X-men) aren't created by science, and they're a good jumping off point for top-down flavor.

    It's a world with a modern, city feel, so classic fantasy races like elves, wizards, and goblins aren't a great fit.
    I like the idea of having police officers represent the standard white soldier trope. However, if we're using citizen tokens at their original size of 1/1 (which I assume will remain in white), then we'd be giving up the 1/1 soldier token.

    I like police being flavored as white Knights. Citizen tokens can be colorless.

    - I'd prefer not having Elves at all.
    - All single non-powered Humans should be small. Maxing out at 2/2.
    - I'd prefer not having Giants at all.

    I know you don't want Hero as a type, but here's an idea based on your 'group of humans' suggestion:

    Adoring Crowds 2WW
    Creature - Human Citizen (U)
    Whenever a Hero you control deals combat damage to an opponent, put a token into play that's a copy of Adoring Crowds.
    As word of the hero's feats spread, more and more appeared to witness these feats for themselves.
