You have allot of "enter the battlefield" abilities. You may want to consider running conjurer's closet to help take advantage of that. You are also running 8 high mana costed cards but with little mana excel. I would strongly consider running Dark Ritual or pentad prism
Also, and this is entirely my opinion so absolutely feel free to ignore it, but I find running banned or restricted cards like sol ring to just be in bad taste. These cards are just stupid powerful and if your opponents were running competitive decks with them then you would literally lose the game first or second turn. Or never have any land because they are being destroyed by strip mine every turn.
Finally, if you do want to run banned or restricted cards then I would run skullclamp that way when you sac a creature you also draw cards.
I still think it needs tweaking though. Something likely has to be removed for mana excel. btw I liked the idea of Boros reckoner and Hunted Phantasm but I actually run them in other decks I have and don't like repeating cards.
I'm also not sure I have enough card drawing to make Niv-Mizzet, the firemind really explode. I like time spiral and wheel of fate but again though not sure what to take out. I don't want to run anything that is banned or restricted so wheel of fortune is not an option
The biggest problem I see with your current build is the evacuation and Black Sun's Zenith destroy your own tokens. I know that you are only using those cards if you are losing the game, but still.
I only like darkness in situations where you bait an enemy into swinging out on you, use darkness to take no damage, and then on your turn swing and kill them while they have no blockers. I'm not sure your deck functions that way so i'm not sure I like darkness in it.
Jace's Erasure seems week to me, especially in multiplayer. Relatively slowly decking one opponent at a time. I have run full blown decking decks with glimpse the unthinkabletraumatizemind funeral and tons of others and have not proven relevant in multiplayer.
M15 might actually have sone other solutions for your deck.
Polymorphist's jest can change the tide so that instead of your 2/2 zombies getting run over they wipe out the other player's army.
AEtherspouts is similar to evacuation but doesn't mess up your own tokens. Though I admit it doesn't have the same discard synergy as evacuation.
Both polymorphist's jest and AEtherspouts also have the advantage of not bringing the wrath of the entire table down on you. Though I admit with whispering madness and windfall that may be inevitable.
I have an idea to make a deck that draws tons of cards in order to win. The problem I'm having is most of the cards I want to run are allot of mana. I don't know how i'm gonna get the mana to play them before faster decks just kill me.
I have allot of cards I want to run but the essential cards seem to be
I'm thinking of running things like Dakra Mystic or Howling Mine but since my deck is so slow it seems foolish to help my enemies.
There are a million card drawling cards I can run like Brainstorm or Thoughtflare so no problem there. I'm also thinking about Lobber Crew since I have so many gold cards in the deck.
How do I get the high mana cost cards in play and how do I stop enemies from killing me?
Barter in Blood might be an option for a poor man's damnation No Mercy while not that cheep is way cheeper then damnation. Mutilate could work if you rework the lands to have lots of swamps (maybe 12 swamps, 4 watery graves, 4Evolving Wilds,4 islands or something
Since your deck employs so much card drawing I can't help but think that Chasm Skulker would be strong in it.
Wow. I tried edh for the first time. Did not complain to the people while playing or make a scene. I was just surprised about how many of the players had win the game combo decks and decided to make a post here. If that makes me arrogant then fine, but i'm really not seeing it. Its not like I made a post naming each person I played with and calling them names. All it means is that this is not the format for me.
Win where and against whom with what consistency? If you want to beat your other semi-budget buddy, that'll cost you a different amount than what it takes to score at an fnm which is different what it will take to win your fnm which is different from what it'll take to win a GP.
fnm and in terms of win rate, I don't know how to answer that. I would like to make a good showing. I don't want to be the joke player that everyone always beats.
A functional sunforger deck still eludes me but the new set might help me make a one that occasionally wins (at least functional in my play group) Would appreciate any new thoughts. The deck is pretty different from the original but I figure I minis well update this post instead of making a new one.
In order for the deck to work it has to be 5 color so the land base could be challenging. Also worried that enemies will just beet me down with creatures. With the cost of fetching/equipping sunforger and then using its ability I often won't have the mana to play what I drew into that turn, so maybe i should have cheeper instants, but then the effects of the instants are less potent.
I'm not sure about trap essence since it only counters creatures.
Thoughts greatly appreciated.

When I test the deck it just doesn't seem to come together as well as I thought it would. Fast decks overwhelm me. Control decks well successfully control me. Combo decks combo out. Would really like advice how to to fix the deck without completely changing its concept.
Thanks in advance for the help.
p.s. This is a budget deck. I don't have money to spend on expensive cards.
I want to get back into standard. I don't want to spend alot, but I would like to win sometimes....What do you guys think a reasonable budget is for standard these days?
I finally decided to try edh. I built a deck and went to the local store on edh night. When I got there I found that almost everyone playing runs combo decks. The games involve everyone sitting there, using the high life total and control spells to weather attacks until the suddenly announce that they got their combo and have one the game. Is this typical of most edh games or is the local group around me unusual? I gotta be honest, its not fun having most games end that way.
Also, and this is entirely my opinion so absolutely feel free to ignore it, but I find running banned or restricted cards like sol ring to just be in bad taste. Final thought, why run more whispering madness then windfall when windfall seems to be the better card?
edit: Wait do you plan on ciphering that unblockable land? like does that work? Also, still highly advocate No Mercy if you can afford it

If $200 would be considered budget then what is a non budget deck?!

I play ,almost exclusively, non tournament multiplayer games. I am interested in making a http://www.mtgsalvation.com/cards/ravnica-city-of-guilds/12391-sunforger deck but I am having getting it to come together. I like the idea of also incorporating http://www.mtgsalvation.com/cards/return-to-ravnica/20482-lobber-crew. The idea being that I ping, cast a multi color spell, untap and ping again.
Cards that come to my mind immediately for this concept are

http://www.mtgsalvation.com/cards/modern-masters/21238-lightning-helix

http://www.mtgsalvation.com/cards/battle-royale-box-set/7296-swords-to-plowshares
On the creature side of things I like
