Some corrections:
Chiyo is Eitoku's superior, not the other way around.
Nagao is grievously wounded and presumed dead, but he survives as revealed in the next book.
In the final scene, Toshi sends Choryu the water wizard and friend of Michiko to Hidetsugu (not Chiyo the soratami).

As a result, I barely have a clue of what the article is supposed to be addressing. The article makes so many assumptions about prior knowledge that it's almost unintelligible. I come to these forums for Magic: The Gathering, not politics. If this article actually informed me about what is apparently major event in the Magic community and made a clear statement about how to correct the issue without resorting to belittling, politically charged statements, it could have actually been a worthwhile article. -

My thoughts on the cards you mentioned:
Avacyn's Judgment - Seems too mana intensive if your primary goal is to fire off Jaya's inferno and the non-madness effect doesn't seem good enough on its own.
Collective Defiance - Reminds me of Incendiary Command which never seemed good enough to make the cut even in my budget deck. I ran Shattered Perception for a while, but always found it underwhelming.
Prophetic Ravings - Most Jaya decks run a pretty low creature count. Mad Prophet might be a better option since it comes with a creature stapled onto the effect.
Geier Reach Sanitarium - There's been a bit of discussion about this one. Start here and read through the July 11 posts.
Hanweir Battlements - I'm already running Flamekin Village and intend to add this one to my deck when the price dips below 50 cents.
I update the lists in my post above. I crossed Farsight Mask and Arcbond off the maybe list and replaced Dragon Mage with Endbringer.
More opinions would be appreciated.

It's not my intent that you limit every card to 50 cents or less--that's just what I do personally. Market values fluctuate, so it's hard to pin cards down to that price and not have to edit your list every other week. I'm simply saying that I'd greatly appreciate a budget discussion. Since this is already a budget deck in a lot of ways, using a tighter budget to help players just getting started obtain a reasonable deck for cheap (e.g., perhaps $50 or less not including basic land) is helpful. As you mentioned, giving alternatives to expensive cards is a great way to go. (Is Recoup even worth it on a budget?) Explaining which expensive cards are highly desirable vs. which ones are just nice, but not necessary, is also helpful. I'm sure I'll be happy with whatever the person contributing the budget section decides to do. I just wanted to state my support for a budget section as I think I would find it very helpful.
Re: Combo
Previous posters mentioned "mid-range" decks vs. "storm" decks. I guess I interpreted "storm" as all out combo and "mid-range" as being less so. I was curious about the "mid-range" builds (also, I suspected they would be easier on a budget). Perhaps my assumptions are way off on this though.
1) Options for the deck without the arcane package.
2) Mention of less combo-oriented approaches for those metas where combo is frowned upon.
3) A budget discussion similar to the one described by DementedKirby (quoted below). In EDH, I only play cards I acquired for 50 cents or less, so the lower the budget set, the better from my perspective.
I tried that too before I owned 4x Rancor. Bonesplitter is more resilient against creature removal, but the extra mana cost required to cast it AND equip it slows down the early game, which is bad for an aggro deck. The loss of trample is huge if you're trying to punch through with a Leatherback Baloth, so I couldn't justify keeping it in the deck after I picked up 3x Rancor.
One thing I did with my deck to help out on card draw was using all the mana rocks that can be converted into cards. You have Mind Stone and Commander's Sphere. Have you considered Hedron Archive or Dreamstone Hedron? Also, Armillary Sphere and possibly Wild-Field Scarecrow aren't card draw, but they do give card advantage (which is all Jaya's abilities care about). These could replace cards like Darksteel Ingot and Pyromancer's Goggles. I stopped using Darksteel Ingot and Spine of Ish Sah when Unstable Obelisk came out. How has Pyromancer's Goggles worked out for you? I don't have a high enough density of sorceries and instants to use it and a lot of them usually don't need to be doubled (e.g., Blasphemous Act). Burnished Hart and Journeyer's Kite also help out with card advantage, but I always found that they needed too much mana to use effectively when I drew them (my deck has no mana doublers).
For direct card draw/filtering, Mind's Eye is the premier card (but falls outside my budget restrictions, so I don't have it either). You have Staff of Nin, which is great. Have you considered Crystal Ball, Outpost Siege, or Commune with Lava? I think all of these are stronger than Tamiyo's Journal and more reliable than Avarice Amulet. I think I'd even give Illuminated Folio a go over those two.
One other thing to look into is a couple phoenixes as they can be discarded and then pulled back to your hand. My favorites are Skarrgan Firebird and Firewing Phoenix.
I'd be curious to see your deck list if you get a chance. It sounds like you may be running a more budget-conscience list like me.

I was defaulting to Young Wolf in my deck, but I'm wondering about the Pit-Skulk. It's a weaker first turn drop, but might have higher potential with an unblockable Aspect of Hydra later in the game.
Rush of Adrenaline - Gives Trample and +2/+1 for only one mana.
Uncaged Fury - Expensive (3CMC), but gives double strike at instant speed.
