The first ability will confuse tons of people who think that the ghostform counter has anything to do with the ability of going to hand. Removing the counter with heartless act doesn't do anything.

Well, I guess the only difference is that you can now put 0 mana cards on to the battlefield without them being counterable if you create a token.
That's an important difference because it means you can put lands into play when you create a token and produce a billion Scutt Swarms with a bounce land.
There will likely be Gruul landfall beatdown that plays this. Temur landfall with Uro is also likely going to play this and be competitive. This might be one of the stronger cards of the set.
Sea Gate Stormcaller reminds me of Brazen Borrower where at the beginning everybody complained that the blue mystic isn't strong enough and it turned out to be strong enough to be played in all formats.
A year ago everybody complained about the powerlevel being to high. If they then decided: "Hey, we can reduce the powerlevel and still sell packs by reprinting the fetchlands that our players want for value" that seems to be doing exactly what the customers want.
They don't want a lot of fetches in Standard because of gameplay reasons (that's also why they are banned in Pioneer). Reprinting the fetches for people who play other formats is good for customers.
This card is really great design. It's powerful and an answer to other powerful stuff but not powerful enough to be a overpowered.

@CatParty : Just because the cards are banned in tournament play doesn't mean that nobody can actually play them. I would expect that the amount of Invoke Prejudice that actually get played will rise as a result of this action. Some racists will play it in commander and start arguments about it.
@Lectrys: Call of the Death-Dweller seems to be better if you want to have more Lurrus after the opponenet kills your first Lurrus then to play multiple copies of him mainboard.
Legacy storm deck do have Lotus Petal. Turn two play lotus petal, play Lurrus, replay Lotus Petal will be a frequent play pattern. Your opponent might kill Lurrus, but then they are often a card down.
