Arguably Borderline and a specific boon to slower, or even faster, decks. It is not for the decks that need perfect mana. It fits decks with cards to burn, be it extra lands or spells too expensive for the given game. While, yes it can fit as a discard outlet, it is single-use each turn presumably and is not a simple use.
It could easily deal 6-8 over a given game with little in the way of "feeding". It does tell your opponent you have a dead card/draw. But with things like Deep Analysis, this really does fit in the right circumstances.
The bigger downsides being 3 mana and still needing feeding. Taken against Razortip Whip or Viridian Longbow it is comparable. It also theoretically stunts your growth if fed naturally every turn because you only get 1 new card. However, it slower decks 2ith more raw drawing, or faster decks where they just want more breakthrough damage, this can put out 1/3 of their natural life total.
I can argue for and against these 3 (pictured below). While making a 2/2 Decayed is partially worthless. It does add minor aggression, and bodies for the Sacrifice Architype; specifically Exploit mechanic.
SPC is just Striped Bear. Made white, and modernized. It is not something I would kick out of my deck, but it is not something that I am striving to draft. Good Sealed card.

Getting it for 1 is either late, or you had a broken deck to start with. 2-3 is very likely, and then it is just a 2/2. Now... contrast to our White Phyrexian Rager.... 2/1, 3cmc, gain 1 life.... wait.... he really is not as good as I thought, does trigger Bleed effects.
I guess it comes down to what are you replacing? I buy like 12 cards a set, and only ever fit in 3 nonland most of the time. It could replace an outdated 4cmc and lower your overall curve. But it is technically just a non--evasive filler. I probably 2ill run it because I like centripetal bodies under 4cmc
As someone who has tried to shoehorn Charms in previously, these two are average with an upside. The 1W 3/1 2ith a boost for being equipped may find a better home in some people's cubes than others

Harvesttide Sentry is a 2cmc 3/1 in green with possible Evasion.
The recent 3cmc Transfo4m/Disturb showings are worth considering if you like Sealed over Draft considerations.

Imo, you need it to be on strategy for it to outshine the 5, iirc, 4cc Man O War variants. And we have those phenomenal self-replacing flying bodies.
Not saying it cannot be good. I just would have loved a 2/4 or 3/3 a lot more. Not gonna pretend the mana changing was possible.
