Okay, so I think Seppel is town. Because he's so annoying he couldn't possibly be mafia. As a mafia person, he'd want people to like him more, he'd be more people-pleasing. In IJI Mafia 2, he was neutral.. But much more pleasant, and probably because he wanted to divert negative attention from himself. As town, he doesn't have that concern in the back of his mind of like "oh better be nice I dun wanna get caught"
