Fact or Fiction over any other blue card (if you're not playing aggro)
Cackler over carnophage (cackler can block if you need it to when you cast it and what do you gain by blocking with the pup? are you going to block and flicker it?)
The idea of not using worse cards looks good on paper but it's a fools quest and ties you hand from including multiple almost-as-good cards that various decks really want.
It certainly doesn't need them, but there's only so many "efficient aggro 1-4 drops" and "burn effects" you can run before it gets old. Cards like the dragons give the cube a bit of spice.
I'm also on the Shockmaw plan and agree with Stonecrowe about it. I feel like a lot of people didn't give it any real evaluation, it kills over 30% of creatures in my format and makes blocking worse in general for the defender. Also, dragon.

Aqueous Form - 1.5
Artful Dodge - 1
Blustersquall - 2? maybe?
Brainstorm - 2.5 (It's in the grey zone between not good enough and kinda good enough, and really depends on the other cards in the deck playing it more than most cards)
Breakthrough - 2 in the event that somebody can find a way to make it good, otherwise a 0.5 (clearly a card only for graveyard synergy decks but I can't imagine an archetype that really wants this in Peasant singleton, even my beloved UB reanimator)

Cerulean Wisps - 0.5
Chain of Vapor - 0.5...? I like this card from a "cool card" perspective but I really don't know how to evaluate it. I did some googling and the genreal concensus was "it's kinda OK but it's also pretty weird so I didn't play it" which isn't much help. It's also interesting that it's worth more than a dollar, apparently some legacy decks play it to combat certain hate cards.
Crab Umbra - 4 (art) 0.5 (card). I hope this gets broken one day.
E: You had Condescend as unplayable... whattttt???
In standard last season, Charm was used primarily for the Griptide effect, or cantripped where that wasn't relevant since lifelinking your Mutavaults/Elspeth tokens didn't come up much in the Sphinx's Revelation deck. In cube I can easily see all three options being used.

Sunlance is an awesome card, you're doing your cube a disservice if you don't play it for all the reasons the others have mentioned.
