Making a proxies isn't illegal. I can wallpaper my house at home with Fake $ if I want. As soon as I try and pass it off as real is where it becomes illegal.
Money arent really copyrightet though.... currency forgering is a special felony, and has nothing to do with Copyright
Without being a copyright lawyer, im pretty sure you can copy them under the Fair Use Rule...
"Lighter" Measures could be a short suspension, from 24 hours and up to lifetime depending on the severity of the infraction.
They do have measures to prevent Banned players just getting back in, not only do they lose their collections, Wotc also bans their email, and ther Credit Card, Billing Address, and in some cases IP adress...
So you would need to borrow a friends Credit Card, and even then, they might still get you on the IP tracking..
I'm from a small city in New Zealand. It feels like the smaller areas are getting wrecked by this decision (more so than everyone else). Firstly, for the top level of players in our country, it's going to be next to impossible to qualify on points for the Pro Tour or even to just get a reasonable number of byes. Secondly, I've played in something like the last 12 New Zealand national champs. Unless I grind or win a regionals next year I will not get to play. The reason for this is simple - the bigger cities get a lot more tournaments. I could win every tournament I have access to (in my immediate area - weekly FNMs and the odd game day/pre release/GPT plus the closest PTQs - one per season) and still be on the bubble to qualify. This is made even worse by the fact that we actually have a high level of players nationally. Winning all the time isn't that easy (a problem we had previously as well). I just don't see how we have anything resembling a chance to qualify for Nationals next year.
You guys do know that proxy makers start small? Kind of like how credit card thieves don't go out and buy a TV or a car or something; they buy a cup of coffee with the card first to make sure they're in the clear. I would not find it unbelievable if a potential proxy maker had printed a fake Highborn. That said, I agree with the other posters who said that WWK foils have been very dark.
Forging foils however is quite hard

If you can turn the planeswalker into an artifact creature and use experiment krajj and place a +1/+1 counter on it you can use him for unlimited use of planeswalker abilities. It's not an army but full auto abilities is nice.

Magic in anything but hobbystores is uncommon outside the US, sometimes toystores, but in Denmark for example you are out of luck finding much magic outside the hobby stores...
I would preffer to see something like textless, extended art , no reminder text (like in 10th) or something that is neither the curlyness of foils, nor the uglyness of old border...

Because you should definetly add 4 force of will to that list... more fine tuning would require a further study
