Since the realease of Modern Horizons there are some potential new cards for the deck:
# Icehide Golem - Another good 1-drop for the deck besides Homunculus, and is basically a non-legendary artifact version of Isamaru which is pretty good.
# On Thin Ice - either as a replacement or backup for Dispatch as efficient removal.
# Generous Gift - a good catch-all replacement for Banishing Light as it can hit lands which is good against Tron and the instant speed can be useful as well.
It can also be used on your own Hangarback to make flying tokens (and the 3/3 Elephant).
# Force of Virtue - a potential free anthem for the deck, could possible replace some of the grindy cards (Shrine/Hangarback) to make the deck a bit more aggressive and speed up its clock.
Some upgrades that can be made for the manabase:
# Ghost Quarter + Flagstones of Trokair for some maindeck LD and deck-thinning.
# Scavenger Grounds (with Shefet Dunes) as maindeck graveyard hate.
# Blast Zone as more removal.

Champion of Wits isn't too bad either.
Some cheap cantrip creatures can be: Thraben Inspector, Fblthp, the Lost and you can also use Spreading Seas though it is not a creature but it can mess up opponents' colors and shut down utility/creature-lands while replacing itself.
I'm not really a fan of Narset for this deck and would prefer Teferi, Time Raveler but it might be outside your budget so adding more creatures can be the way to go.
Another good (budget) option for the 3-drop slot can be Monastery Siege as a looting engine.
Instead of using counterspells in the maindeck I'd suggest the more proactive Spell Queller if it fits under your budget.

Also, why no Remorseful Cleric over Tormod's Crypt ?
I consider getting rid of Spreading Seas and run both Lone Missionary and Remorseful Cleric together.
I'm not sure if On Thin Ice is even worth it with only 7x basics, might as well play Journey to Nowhere/Seal Away.
I've also tried Teferi, Hero of Dominaria (1/1 main and SB) in the deck and quite liked it so far as a non-GY finisher and card advantage engine.
I've seen some lists trying out Jace TMS in the deck but I consider Big Teferi a better fit for the deck.
Do you think that the deck works better with 25x lands over 24x ?
Also with 4x FoR do you think the 1x GQ is really necessary (as it could be Blast Zone/Celestial Colonnade instead) ?

I generally find it easier to deal with Karn than with Lattice though.
Force doesn't seem good enough for the deck as there aren't enough blue cards to pitch to it and exiling them isn't great either.
Why do you want it ?
BtW, how does your UW list look nowdays ?
I haven't found many new additions from recent sets for the deck besides Teferi, Time Raveler (but it is so expensive now that I'll wait before getting it).

# Create a blowout during blocking (like a mini wrath).
# Speed up the clock to quickly close out the game (a better 2- mana Guardians' Pledge or a Pride of Conquerors with "Ascend" can be pretty good).
# It helps protect against damage/toughness based sweepers.

Also, why no Unearth as a reanimation spell (or a cantrip) here ?
I'm not really a fan of Geralf's Messenger here, it is clunky to cast with all the utility lands (without Urborg) and isn't a particularly fast clock anyway.
I'd probably prefer something like Spawn of Mayhem (for the evasion) as the additional threat or maybe Angler or Embodiment of Agonies
(a black flying Tarmogoyf with deathtouch ?).
I wonder if something like Arguel's Blood Fast might be better here than Asylum Visitor, it is a way to turn on DS and later in the game can stabilize the lifetotal if flipped.
I'd also consider Sign in Blood as a more staightforward draw/life-loss spell.
The deck seems a bit lite on removal (to clear the way for the big attackers), so having Dead of Winter seems like a good option here especially with the bigger threats than can survive it like DS and Dino.
A couple of Victim of Night (better than Cast Down) could do a decent Terminate impression here and I'd probably prefer them to Liliana's Triumph.
Defile is a pretty good 1-mana removal option here (like a black version of Skred).

I've seen this version and I think that with some tweaking it can be pretty decent.
Some cards I didn't really like there were:
Eldrazi Displacer - seemed too slow (without E.Temple) and not realiable enough.
Tithe Taker - too low impact, like a weaker Grand Abolisher that is better against removal.
Mangara - cute effect but slow so probably a SB card at best.
Kor Skyfisher - a bad filler card (as a sorcery Resto).
Field of Ruin - too slow for an aggressive deck, I'd rather have Tectonic Edge or Scavenger Grounds (for GY-hate) instead.
Instead of these cards I've added the following:
4x Smuggler's Copter - much needed card filtering and evasion for the deck, also helps attack after a wrath if you topdeck/sandbag creatures.
4x Remorseful Cleric - an evasive threat and nuking GY's is relevant against most decks now that this is a maindeck card for me rather than a SB option.
3x Benalish Marshal - a bit questionable as a vulnerable anthem but it pumps the small fliers into legit threats and also gets Copter out of bolt range (though it'll probably get bolt'ed itself).

This card isn't playable outside of "8-Rack" and "Loam" strategies, even something like Davriel seem like a better alternative.
I agree about Collective Brutality being much better here.
Another card to consider here can be Bitterblossom as a decent attrition card that can help you with blockers and evasion.
A decent threat can be Spawn of Mayhem but triggering its cost reduction can be difficult in a low-threat deck like this.
There is also the newer card Embodiment of Agonies which I haven't tried yet but seems promising.
Not sure how reliable this deck can cast it but Gurmag Angler is a decent threat as well.
Knight of the Ebon Legion seems decent for a midrange deck when you get to use its activated ability.
Dead of Winter would be a good sweeper for this deck, especailly to clear the way for Regisaur to get through.

But then you're playing a "GB Rock" decks which is the the "goodstuff" deck of these colors anyway.
Some other minor changes I'd suggsest:
# Maelstrom Pulse over Crime // Punishment.
# Thoughtseize over Duress.
# Nihil Spellbomb over Relic.
# Wrench Mind doesn't seem worth it but maybe if you can turn on "delirium" reliably then Whispers of Emrakul can be your Hymn.
# Dead of Winter (with snow basics) over Bontu's Last Reckoning.
