I wanted to add Elspeth Tirel and Court Street Denizen as well but the first would require more lands which would slow down the deck and the second might still make the cut when I decide what to take out for it.
I also consider Veteran's Armaments for the deck but I'm not sure it will be any good in it.
And about the Mono-White list:
1. Is Cenn's Tactician a good 1-drop option or is he too slow ?
2. Court Street Denizen's ability seems rather good for a mono-white list and she is a soldier to boot, should I include her ?
Firemantle Mage over Abzan Falconer seems reasonable unless I need to block flyers from time to time, and Falconer also give flying to my Champions (and can "outlast" himself if necessary).
Mayor of Avabruck is 2cmc instead of 3cmc and has much better late game when flipped, and it boosts all my humans (champions, falconer and Thalia) and not just the allies, so I just lose a trigger and gain many other benefits in my opinion.
How can I improve the mana base (apart from costly Fetches and Shocks)?
I mean you can run what you want but a lot of these creatures are dead draws after turn 3. I'm not saying this because it's a guess either, I've played allies for a while now and adding in the humans non-allies really does not work. 1/3 of your creatures aren't even allies which means no triggers 33% of the time... In a deck built around triggering other allies effects that is no good.
Also you do not need lords in this deck. The benefit of allies is for them to be strong together but remain useful even when alone.

Champions are necessary for early game, and Falconer (evasion and outlast) and Mayor (lord effect and wolf tokens when flipped) are not dead cards in late game in my opinion.
I don't really see a creature alternative for Thalia to hurt control/combo and am not sure if an instant would work better for me.
I run a creture-heavy aggro Naya-colored list, some notable cards I lack because of cost are: Æther Vial, Cavern of Souls and other shock/fetch lands (and Gideon, Ally of Zendikar which I'm surprised that nobody has added to his decklist).
About the card choices:
1. I run 4 Champion of the Parish as this is an ultra-aggro deck and all about the counters, anything in the deck triggers him and with Hardened Scales (2 copies seem enough for me) he is even ok in mid-late game.
2. Mayor of Avabruck is my lord as every creature i have is human or changeling and he can win games in late game when he transforms (I like him over Adaptive Automaton).
3. Mirror Entity triggers my creatures and is a big power boost (or even win-con) since most of my creatures are small and retain their counters with his ability.
4. Abzan Falconer (I took him over Tuskguard Captain) is good here as most of the cretures have counters and become flyers and he has a decent body, triggers champion and can get bigger with outlast (I wonder if I should play more).
5. Taurean Mauler triggers everyone and gets bigger over time (and might scare some combo decks).
He is just ok and I wonder if I should replace him with more utility like instants, Evangel or Falconer (or maybe Alesha, Who smiles at death ?)
6. Thalia, Guardian of Thraben helps me against control/combo, gets boosted by Mayor and triggers Champion.
In such a creture-heavy build she doesn't hurt much.

4x Ballyrush Banneret
4x Figure of Destiny
4x Goldmeadow Stalwart
3x Kinsbaile Borderguard
4x Knight of Meadowgrain
3x Preeminent Captain
2x Thoughtweft Trio
4x Wizened Cenn
1x Ajani Vengeant
Instant (8)
2x Boros Charm
3x Brave the Elements
3x Lightning Helix
Land (20)
3x Battlefield Forge
4x Clifftop Retreat
13x Plains
2x Honor of the Pure
1x Militia's Pride
What do you think ?
I consider adding Iroas, God of Victory which I like in my boros aggro decks, and am bit unsure about Ajani Vengeant.
2x Crusader of Odric, +2x Veteran Swordsmith
-1x Militia's Pride, -1x Ballyrush Banneret,
+2x Raise the Alarm
-1x Intangible Virtue, -1x Consul's Lieutenant, -1x Court Street Denizen
+3x Preeminent Captain
Will it improve the deck ?
3x Ballyrush Banneret
2x Brimaz, King of Oreskos
4x Consul's Lieutenant
1x Court Street Denizen
2x Crusader of Odric
4x Field Marshal
1x Odric, Master Tactician
4x Precinct Captain
1x Hero of Bladehold
1x Obelisk of Urd
Instant (10)
4x Brave the Elements
4x Path to Exile
2x Raise the Alarm
Enchantment (6)
3x Honor of the Pure
1x Intangible Virtue
2x Militia's Pride
2x Forbidding Watchtower
18x Plains
Planeswalker (1)
1x Elspeth, Knight-Errant
I think about making the following changes:
-2x Crusader of Odric, +2x Veteran Swordsmith
-1x Militia's Pride, -1x Ballyrush Banneret,
+2x Raise the Alarm
-1x Intangible Virtue, -1x Consul's Lieutenant, -1x Court Street Denizen
+3x Preeminent Captain
Will it improve the deck ?
I would replace Elite Vanguard for Soldier of the Pantheon or Champion of the Parish or Hada Freeblade or Cenn's Tactician.
And Topan Freeblade for Kazandu Blademaster (if you play Hada Freeblade) or Kor Aeronaut or Ballyrush Banneret.
Dawnbringer Charioteers is too slow and I've cut him from my heroic list as well, I would replace him with Veteran Swordsmith or Odric, Master Tactician or Court Street Denizen or Fabled Hero.
Playing 8 taplands out of 20 slows your deck down too much, 16x plain and 4x Forbidding Watchtower would work better in my opinion.
Instead of: Devouring Light, Ephemeral Shields, and Gods Willing I would play: Valorous Stance, Oblivion Ring/Journey to Nowhere, Emerge Unscathed.
I would rather go for Honor of the Pure over Raise the Alarm as well.
I consider making some changes:
-1x Mirror Entity, +1x Adaptive Automaton
-2x Thalia, Guardian of Thraben -2x Mayor of Avabruck, +4x Jwari Shapeshifter
What do you think ?
Here is the updated list btw:
4x Hada Freeblade
4x Champion of the Parish
4x Kazandu Blademaster
2x Mirror Entity
2x Kabira Evangel
1x Abzan Falconer
1x Adaptive Automaton
4x Oran-Rief Survivalist
4x Akoum Battlesinger
2x Taurean Mauler
4x Jwari Shapeshifter
8x Plains
4x Sunpetal Grove
4x Ally Encampment
3x Ancient Ziggurat
2x City of Brass
Instant (5)
2x Inspiring Call
3x Path to Exile
2x Hardened Scales
Also, what is the opinion on Inspiring Call ?
Firemantle Mage over Abzan Falconer seems reasonable unless I need to block flyers from time to time, and Falconer also give flying to my Champions (and can "outlast" himself if necessary).
Mayor of Avabruck is 2cmc instead of 3cmc and has much better late game when flipped, and it boosts all my humans (champions, falconer and Thalia) and not just the allies, so I just lose a trigger and gain many other benefits in my opinion.

4x Student of Warfare
4x Knight of Meadowgrain
4x Knight of the White Orchid
4x Leonin Skyhunter
4x Knight Exemplar
4x Mirran Crusader
2x Wilt-Leaf Cavaliers
1x Hero of Bladehold
1x Wilt-Leaf Liege
19x Plains
1x Emeria, The Sky Ruin
1x Windbrisk Heights
Instant (7)
3x Brave the Elements
4x Path to Exile
2x Honor of the Pure
Planeswalker (2)
2x Elspeth, Knight-Errant
I would play Æther Vial and Gideon, Ally of Zendikar if they weren't so expensive.
1. Should I keep Leonin Skyhunter or replace it with Knight of the Holy Nimbus ?
2. Should I keep Wilt-Leaf Cavaliers or replace them with: Silverblade Paladin or Paladin en-Vec or Fiendslayer Paladin ?
3. Is there anything better I can play instead of Honor of the Pure ?
I run the first in place of CoCo to keep the curve (and cost) down and consider playing the second (as well as Dromoka's Command and Boros Charm).
Also, would Descendants' Path or Lead the Stampede (or maybe even Domri Rade) be good for this deck?
Munda, Ambush Leader seems like a good one-of for this deck, don't you think ? (and Lantern Scout and Kor Bladewhirl to some extent too)
I run a creture-heavy aggro Naya-colored list, some notable cards I lack because of cost are: Æther Vial, Cavern of Souls and other shock/fetch lands (and Gideon, Ally of Zendikar which I'm surprised that nobody has added to his decklist).

7. Inspiring Call refills my hand and protects my creatures, should I keep it or replace it with: CoCo, Descendants' Path or Lead the Stampede ?
8. I run only 2 Kabira Evangels because I have Falconer for extra evasion and I want as many beaters as possible.
I consider cutting Thalia, Guardian of Thraben and Taurean Mauler to add more interaction like: Boros Charm/Atarka's Command/Dromoka's Command, is it a good idea ?
What do you think about the deck (apart from the budget mana base) ?
I'm wondering whether to cut it or not.
Here is my list btw:
4x Ballyrush Banneret
4x Figure of Destiny
3x Goldmeadow Stalwart
3x Kinsbaile Borderguard
4x Knight of Meadowgrain
3x Preeminent Captain

3x Path to Exile
2x Surge of Thoughtweft
Enchantment (4)
3x Honor of the Pure
1x Militia's Pride
18x Plains
2x Rustic Clachan
