The question I have, is when it says put one on bottom of Library, 1 on top, 1 into hand, does that, and is that a draw, as far as drawing a miracle card, and casting it?
If the answer is yes, that it is a draw, then could cast it during opponents turn, put 1 card on top, and bottom, the other into hand, as a draw, and if its a miracle card, cast it. -

It's good vs most of the coco decks, eldrazi, jund death shadow (not so much grixis), jund, and junk. It can also come in against living end and skred red if you need an answer to a resolved living end or stormbreath. I have not once regretted having it in the side.Posted in: Aggro & Tempo

It doesn't have to be on the level of Path but we need better options and preferably 1-mana ones (even things like Condemn/Oust would be appriciated).

As for token cards have you considered:
Legion's Landing, Raise the Alarm and Start // Finish ?
For buffs threre aren't many good options, mainly:
Spear of Heliod, Collective Effort/Unbreakable Formation, Venerated Loxodon and (the hard to cast) Benalish Marshal.

Secure the Wastes and Finale of Glory though not working with Always Watching is a downside for the go-wide plan (Spear of Heliod can be an alternative).
Benalish Marshal can also be good for the tokens plan.
Elspeth, Sun's Champion is a rather obvious payoff for the deck.
Past devotion decks also used to run Mastery of the Unseen which I found a bit weak but it may be good enough in this format.
I actually quite like Knight of the White Orchid as a 2-drop option as even if it doesn't ramp its floor as a 2/2 first-striker with 2-devotion isn't too bad and multiples block really well together.
Brimaz, King of Oreskos is one of the better 3-drops in White and I'd want it here.
The 3-mana Gideons seem like a solid inclusion as does Gideon, Ally of Zendikar.
A rather clunky but potentially devastating removal option can be Quarantine Field (as mass-Banishing Light).
I don't know how necessary it is but Thalia's Lancers can be useful to tutor for either: Nykthos, any PW or some other legends.

Isn't 25x lands too much for an aggro deck ?You can play Knight of the White Orchid in your 2-drop slot and cut down on lands.
If you're looking for an aggressive 2-drop there is Honored Crop-Captain (Consul's Lieutenant is also similar).
Tithe Taker can potentially be good (as a taxing resilient creature) as well and Imposing Sovereign can help avoid blockers.
There are some situationally useful creatures like: Humble Defector (good with Prince) and Dire Fleet Daredevil.
Some more potentially playable 2-drops can be:
Robber of the Rich, Hanweir Militia Captain, Kari Zev, Skyship Raider, Wojek Halberdiers, Skyknight Vanguard, Precinct Captain and Swiftblade Vindicator/Boros Swiftblade.
Some Strong 3-drops to consider are:
Tajic, Legion's Edge and Thalia, Heretic Cathar that provide some advatage besides combat stats unlike Marshal.
Hanweir Garrison can also be very good and help go wide on its own and Lyev Skyknight is a decent evasive threat that can "detain" a creature (or PW) for a turn.
Some other potentially playabe 3-drops can be: Alesha, Who Smiles at Death and Devoted Crop-Mate which can reanimate smaller creatures.
Mentor of the Meek probably fits a build with a lower curve but is also a creature to consider for some card advantage (same with Militia Bugler).

Precinct Captain seems rather hit & miss, there are probably better options in its place,
Like: Tithe Taker, Phyrexian Revoker, Hanweir Militia Captain, Imposing Sovereign and Remorseful Cleric.
Knight of the White Orchid might also work here.
I'd also consider Dauntless Bodyguard for the 1-drop slot.
If you want more anthems I'd go with Venerated Loxodon over Spear (Always Watching also seems better).
I'd probably go with Declaration in the maindeck and Tribunal (or Banishing Light) in the SB.
It doesn't exactly fit this build but History of Benalia can probably be a good option in grindier matchups.

Rally is probably the strongest payoff (even more than Winds) for playing an all-flyers deck and has several uses:
1. A pseudo Overrun to close out games quicker.
2. A combat trick to untap all your creatures during an opponent's attack and create unfavorable blocks, basically a removal option of sorts.
3. Protection from damage/toughness sweepers.
Port Town seems like a worse Glacial Fortress for the most part and doesn't seem consistent enough as an untapped mana source.
Prairie Stream is another land I considered but dismissed as being too slow so with 32x creatures I decided to go with Unclaimed Territory.

It loses cards like:
Aether Vial, Path to Exile, Phantasmal Image, Drogskol Captain and Geist of Saint Traft.
I've replaced them with:
Spectral Sailor, Empyrean Eagle, Nebelgast Herald and Winged Words + Rally of Wings.

# Favorable Winds - as an additional anthem.
# Smuggler's Copter - can slot in as a looter.
# Opt/Anticipate - instant speed cantrips potentially for the Winged Words slot.
# Unsummon/Unsubstantiate and Essence Flux - tempo plays and combat tricks.
# Spell Pierce and Quench - tempo countermagic.

Gideon Jura is another finisher you should have in your deck as it helps with removal and can soak up a big attack.
If you could add more a expensive card then Tamiyo, the Moon Sage would be a solid addition.
Seal Away is a good removal option, it is like Swift Reckoning with "spell mastery" which exiles (with the downside of being susceptible to enchantment removal).
For mass-removal Settle the Wreckage can be very good exiling a big alpha strike against you.
Gideon's Lawkeeper is better than Niblis as you don't need to attack with it to use the tap ability (meaning not being able to tap opposing attackers before the "declare attackers" step) and also costs only 1-mana to cast.
Ojutai Exemplars can be pretty good as well as it has many useful abilities with tapping creatures among them when you cast non-creature spells.
Niblis of Frost has a similar ability, it actually freezes after casting spells.
Authority of the Consuls/Blind Obedience is a decent option to make opposing creatures enter tapped.
Send to Sleep can be a more efficient Frost Breath with "spell mastery" and Sleep (and Blustersquall as an instant) can be a decent mass-tap spell.
There is also Feeling of Dread which offers 2x tap spells in one card.
If you're looking for good card draw spells then you have:
Anticipate/Shimmer of Possibility as cheaper ones and Fact or Fiction (and Glimmer of Genius/Hieroglyphic Illumination/Chemister's Insight)
as a more expensive one.
The are also cantrips that tap creatures like: Niveous Wisps and Expose Evil/Repel the Darkness.
