Actually, the -2 is spot on with the starting loyalty. Yes, it "just" rampant growths for that mana, but you're paying the extra for the flexibility of the planeswalker. Compare to Garruk, Primal Hunter. His minus ability is Soul's Majestybut with a heavier color commitment.
I really dislike Dimensional Breach in a core set. Actually, I don't like it form a practical/mechanical standpoint. It leads to everybody having to spend several turns just getting back to a playable board state. The only time it is anything other than a massive troll card is when you play it directly after a hard-to-deal-with or masive-value fatty so that you either kill or rebuild in a hurry afterward.
For Everald, it's the tap ability that's scariest, not the ETB part. And actually upping it to 2 life per creature is typically much better in white, the color of pumping out 1/1 tokens. I think it's more interesting without the lifegain part. Make it cost 2WW and have just the tap ability and it becomes an interesting commander and not pushing power too much in limited.
Mobilization says 3 is enough for vigilant bears and random other vigilant dudes. SSS is certainly enough, and no extra upside is fair since this is basically colorless.
That and I really don't like dedicating cards like Phyrexian Delver or Volrath's Shapeshifter in my lists anymore. (Karmic Guide is still pretty awesome). Body Double doesn't really enable any combos off the top of my head.
Body Double goes infinite with Reveillark and a sac outlet/Mirror Entity. Plus it leaves the card in a graveyard where it can be reanimated a second time. Downside is it doesn't work well with blink.
Don't know why you're down on Delver. Outside of Guide and Double, there are no real ETB reanimators to speak of, and certainly not in black.
That's my list. I like the idea of Naya landfall--add in the angels and Avenger and you're golden. That list is a little old so it doesn't have Purphoros or some of the newer stuff, but there are two huge things I've learned with Hazezon: ALWAYS have a haste effect and ALWAYS be able to get rid of him before my upkeep. Warp World is an awesome backup plan and you can usually win straight up if Craterhoof and Minion Reflector come down with a couple of other dudes.
Forecasting is very weird. This lets you cast up to three non-instant spells at sorcery speed and stack them however you want. Yes, you have to pay for them. But there are lots of weird interactions when you can start placing cards anywhere you want on the stack.
Two mana to pump out 3/3s is awfully cheap. And you think it needs even more upside? Mobilization charges three mana for a 2/2, for comparison's sake. Helios charges four for a 2/1, which is a little on the spendy side.
Being able to drop this on turn three and create 2-3 3/3 creatures every turn thereafter is absolutely ridiculous power. Even worse is that this can be done in red, black, or blue which shouldn't even come close to this kind of creature effecincy.
For that matter, why not just "Spells you cast cost RGWU less to cast."
Yes, that would make bread-and-butter stuff like Cultivate cost one less, but only after you already have at least four mana spread across four colors at your disposal.
I think the intent of the card is that other players get the opportunity to tutor too, but if they do, you get to copy it as well.
So the wording should be...
"Each player may search his or her library for an instant or sorcery card , reveal it, and put it into his or her hand. Then each player who searched his or her library this way shuffles it"
Rething is just a different version of Hinder, and doesn't need to cost 4.
Alteration seems like it could be okay. It's no Tinker, that's for sure. Put Idyllic Tutor and Fabricate together, but require an additional cost, and two mana might be the right cost.

Methinks you are remembering the wrong card...
