I think this is a case of being inside a system and not being able to see outside of if. I have a group of friends who plays magic casually, we go to pre-releases and events like that but other than that they're pretty much cut off from most of the hype and discussion surrounding new cards. So I would say that a minority of those who play magic (us) are too concerned about upcoming card values and effects on the meta but I think the majority of magic players are still casual "Let's buy a booster and see what I get" kind of guys.
The Arbiter looks like a fun new take on the old "can't cast spells unless___" cards. Don't think it'll see a lot of competitive play but I'll surely pick up some for casual funtimes.
I'll keep this short: If you don't act, you'll be plagued forever by the thoughts of what could have been, which is infinitely worse than getting a simple rejection (although in your case this seems unlikely) and being out of it for a little while.
No. While you may play that card as though it were in your hand, it isn't actually there, it is still on top of your library, out of the range of a hungry Psychatog.
Impulse, the counter doesn't compare and we already have enough pingers to deal with whatever 1 toughness critters would be thrown our way, so the shambler is out.
My personal favorite card to use alongside Paradox Haze is Dimensional Breach. While not very fast, when combined with Enters the Battlefield effects (like that of Captain of the Watch) it becomes quite fun.
Another route to take it, beyond those mentioned already, is to use Thallids and other fungus cards. Throw in a few Doubling Seasons and you can have yourself a grand old time.

Nevertheless, the ability to deal with almost any problem permanent makes Aftershock quite valuable to us.
