Compare with Memorial to Genius, a card that saw fringe Standard play in Bant Scapeshift as a way to reload against Control and costs 6 instead.
That land could be a Boros EDH staple. Hell, even if you're not a creature deck, run it anyways and keep a single Pacifism variant and Bloodthirsty Blade in deck because why the hell not.

No, it's a little weirdly worded but what it means is if you payed for the cards colored mana with snow mana it gets the bonus. So if you uses a snow-covered forest to pay for Cultivator of BladesG you'd get the extra +1/+1 counter

I've always found it frivolous to determine a card's potential based on a visual view rather than in practice. Sure in a vacuum it might not seem that great however most times cards that are seen as jank initially often over perform, and vice versa. Wait until you can playtest under the present meta before you make a solid judgement.

Yeah this is the attitude that allowed me to pick up 25 Tarmogoyfs at the Futuresite prerelease for $5 a pop. Under/over estimating a card before we actually get some testing time with it is rarely productive.
As for what I think. It's not screaming overly good at me, that being said I can certainly see the correct conditions in which this could generate a lot of value. It's very clearly meant more for standard than say Modern or Pioneer, not enough immediate impact on the board though we have also not seen what other boast cards there are in the set. There could be a few that are cheaper and dropping this after an attack in which your opponent evaluated you would not be able to trigger the boast only to have this sure up the difference in the cost could very well be back breaking. I think if we get something along the lines of Mirror entity or Shields of Velis Vel could really skew how we're evaluating this, and this would be the set to do that.

You use it for attacking? You opponent won't block
You use it for blocking? Can't stop evasion or big tramplers from getting monarch back
You somehow manage to give him tons of counters? Still chumpable and dies to removal.
You have to waste resources getting monarch back, you have to have resources making him big, you have to waste resources making evasive, you have to waste resources protecting him. That's too much
C'mon. Get creative! It doesn't even take a ton of thought to make this work in your favor.
You clear the board with damage while you're the monarch, put a ton of counters on your commander, and swing in.
Everything should die to removal. That's okay - it's what keeps this game from being solitaire.

Nothing stops evasion, that's the point of evasion. This is irrelevant. Also, if flying specifically is blowing your mind, then you're still in colors that have plenty of flying or reach options. This isn't the only creature in your deck.

So actually I have deck already kinda built for this card, and it's primarily a goading deck.
That being said the big one that's work wonders with this card is Lightmine Field. Jared ignores it when you're the monarch and actively disincentives your opponents from swinging out with their whole team. Also for all the people complaining he doesn't have any abilities like trample... I mean you're in Nya... Rancor or any of the other myriad ways of give him some keyword ability exist. He's not overly broken but ask yourself, does he need to be? I actually like the availability of lower power commanders, it allows for more toned downed games.
This feels really strong. You're in the perfect colors to protect him and there are number of cards in those colors that can get him to tap for free. Not only that but 4 is kinda the sweet spot for him too, if he was any less he'd be way too good and any more and I don't think he'd be playable. This is going to be a pretty strong stacks general for sure.
Why do I have a feeling this will get banned nearly as quick as lutri did one day
The RC already tweeted that this card will NOT get an emergency ban and that they already knew it was coming.

I'm 100% with you on this. My first take was that "Hey these look fun" but the more I thought about it the more this conclusion seemed to be obvious. Vanity cards are one thing but selling unique cards at a premium price for a limited time is just gross. The EDH/Commander community needs to voice their disapproval of this tactic to WotC now or it's just going to get worse, I'm already kind of sick of the secret lairs and if this is the direction they want to take it, we should all be standing against it on principle alone.

This can easily be solved if reliable answers from days of yore were reprinted with earnest. Remember M11 standard? Bolt was there. Were there any out-of-control decks at the time? Not that I can recall. At least they brought Disenchant back over Naturalize...
This is also a telling sign of the neglect WotC has put into the designing of standard-level sets and focusing too much on auxiliary products. But that's the result of having so many formats that require product support. They reap what they sow...

They got a lot of feedback from bad players that they hated having their stuff interacted with, and now all of the threats are completely out of control. Answers have never, EVER ruined a format, and should be leaned upon heavily to regulate them. People like playing with powerful threats, so let them! Just make sure there are efficient answers to those threats at all times.
Honestly, something like '1W Sorcery Exile target creature.' should probably just be evergreen. Not so efficient or flexible that it invalidates archetypes, but strong enough that you can't just jam a threat and expect it to stick around for the rest of the game. No-frills 4-cmc wraths should also be a constant, since the aggro decks nowadays are inarguably fast enough to warrant it.
THIS! This is the exact reason I stopped playing standard nearly 5 years ago and why I have not touched it since. It really does feel like there are just threats and no answers, you just to out threat their threats with more threatening threats. I love EDH for the specific reason I get to have answers in my deck that don't force me to jump through hoops or expend all my resources to fix a problem. Swords to Plowshares, Path to Exile, Wrath of God, Damnation, Counterspell and even some weird niche things like Cannibalize, these are all incredibly healthy cards to include in a format as it forces smart play. I remember having to play along side cards like counterspell in standard and it didn't make me frustrated it made me a better player. It made me learn how to bait the removal and counters, throwing some cards to the wolves to force misplays, and it always felt so rewarding when I got to resolve the real threat after. Adding cards like that to standard is really something the need to be willing to try again.

Red and white have six kicker cards between them, mostly removal. They got Felidar Retreat and Valakut Exploration instead, which most people on here see as a good thing.
As someone who loves my Hallar, the Firefletcher deck I'm very sad there's no red one, I was kind of waiting for it to get spoiled. Still there are plenty of good kicker cards for that deck in this set, it just feels like an unfinished cycle.
If a permanent taps for CC do you get CCC? I am going to assume yes but the wording makes me wonder.
That is correct, this will only add an additional C but that can go quite a long ways. This is effectively a Colorless Caged Sun for one less mana, an addition +1/+1, bonus mana on all permanents not just lands and some tacked on lifegain. That's pretty damn good if you ask me (was going to compare it to gauntlet of power but that hits everyone not just you.)
This makes me very happy. You have no idea how many times in the last week I've clicked on my bookmark for this site and suddenly been hit with "Yeah this place is closing soon.." again and it just feel like a kick in the stomach. Knowing there's something in the works feels good.
