No. You're ignoring the little word 'total' here. Zero creatures have a total (or combined, if this clears things up) power of 0.
So you could tap zero untapped creatures you conrol [with total power of 0] - therefore not meeting the crew condition OR [a positive number of untapped creatures you control] with total power of 1 or greater.
It IS different, since the marauder just specifies 'any number of +1/+1 counters on other permanents you control' without further conditions. Crew on the other hand includes the condition 'with total power X or more'.

Frankly, it's not. Don't get me wrong, I agree that the comics tend to use a bit too much text, but your attempt at an improvement took the simplification too far (you should have kept the postman's text in the delivery panel - then we might be talking imo).
However, I wouldn't call Cardboard Crack the pinnacle of webcomics, but for me it was entertaining enough to check the site every now and then and it gave me at least a grin quite often. So, kinda sad to see them go.

Perhaps a more likely scenario is that they'll print a legendary creature called "Captain Storm" that has a something like a 1RU,t: ability that copies target spell x number of times, where x is equal to the number of spells cast this turn.
Besides the already stated fact that we won't see storm back in standard anytime soon, the creature you are speculating about is already known: Captain Lannery Storm
Enrage is definitely a great mechanic for Marath.
Pretty sure I'll find room for Ranging Raptors and Ripjaw Raptor - maybe more, depending on what's still to come.

That is one of the worst possible examples for your point... before the change you could have played creature Lili on a board with any of her planeswalker versions anyway. One of them would just have vanished when the flip happened - that doesn't really seem more logical to me.
As for the financial aspect: I doubt this will change much in terms of EDH. The only decks that are really affected by this are superfriends lists and these were never much of a budget option anyway. Even if all Planeswalkers would become valid generals, they're not exactly automatically stronger choices than the established (in some cases already kinda broken) creatures.
For Standard it could have more impact, but since they announced to do less of the same (gatewatch) characters even that has to be seen.
despite the fact we have a high profile group of creatures with "Whenever you cycle x or it enters the battelfield" triggers, this won't have it. Feel free to run into players misreading the card due to our incompetent set design.
Well, don't go "ok, i've seen this before, I know exactly what it does" after reading three words of rules text? Bad reading comprehension does not equal incompetent set design.
By this logic they should never bother with new variants of mechanics that have been done before in a remotely similar way, because it could be misread...
Given the flavor of Hazoret, however, I expect some mass pump + haste.
A team buff (especially including haste) would have finisher potetial though and I don't really see anything like that for this cycle.
My money is on 'X damage to all creatures' or similar.
I agree that Samut feels pretty 'meh' character- as well as card-wise.
But dropping her with a doubling season out could be fun - instant -7 for two more ult-able walkers sounds nasty.
We see two huge figures over a wide forest, a plated, wurm-like creature with tentacles emanating from it's head to the right and on the left a four-legged, twisted creature with arms split below the elbows, producing lightning that hits the back of the wurm.
