Might this be worth it in mill decks (e.g. Modern Mill)?
If so, probably not for Chapter 2. Easing the color restrictions and later reusing Glimpse the Unthinkable or Mission Briefing for Archive Trap might be worth it though.
Also hits Scheming Symmetry, so it could be pretty versatile in the deck and read ahead makes it even more flexible.
Otherwise it generally works on small tokens, but especially fractals.
Not to say this will see any serious constructed play, but there are... options, at least
Just seemed weird to me to have reminder text for an evergreen keyword outside of a core set.
Looking through some more cards, it seems like menace is a bit of a special case though (even if not all that consistent, i.e. alley strangler )
Guess if you don't dump mana into this, it does shrink the creature by a lot... Also is good for lands like Mishra's Factory, where the manland isn't that big to begin with (Faerie Conclave this!!! )
When talking about pumping manlands with this, let's not forget Inkmoth Nexus
Feels strange that this is an enchantment... With ninjas flavor-wise firmly on the modern/cyberpunk side of the set, they seem generally more artifact-aligned. This one being called "hacker" certainly doesn't help.
Also the art doesn't exactly scream enchantment either and with the ninja-style overriding the frame-indicator, the typing will be very easily missed.
It seems to be mostly a mechanical distinction between the tradition(enchantments) vs progress(artifacts) theme of the set.
I agree that it's not well reflected in the art/feel of this one though.
The frame on Tamiyo seems to be specific to compleated walkers also.
It doesn't look like the set-frames or the compleat edition praetor frame.
The number of different frame treatments really gets a bit out of hand lately...
the key to why it’s Consuming Aberration but exile form but biggest reason…it doesn't put them back in he yard so you gonna get hated out because your Christmas cards are likely gonna be out of the game in seconds.
What? This isn't even near the same ballpark...
Leovold is problematic because he can easily lock opponents out of the game and Urza can get absurd in terms of mana cheating - this just gets big and mills whithout fuling opponents' graveyards.
Sure, some people have an unreasonable hate for getting milled, that might apply here too, but that really doesn't validate your comparison.

It's total power 1 or more - you can flicker your whole board with this, no problem.
At least the redeemer can do a lot of work in a token-heavy deck. It definitely slots nicely into Hamza, Guardian of Arashin.
Turtle is turtle...
There would be some synergy with
Verazol, the Split Current
Grakmaw, Skyclave Ravager
Magma Pummeler
Ochre Jelly
Spiteful Squad
Star Pupil
Otherwise it generally works on small tokens, but especially fractals.

Last one that comes to mind is Trostani Discordant - at least part white, only creatures though.
