Mill != discard. Edit: Oh, you mean so that you mill a maximum of cards... OK. I would not call that a bomb. Giving your opponent cards off you using mana is not a good deal.
It is a good deal when they outright lose the game before they can use the cards. It's only card advantage when you can affect the board in some way. Remember that in Limited you usually only need to mill around 25 cards to end a game.
It's somewhat unusual to find a card that can be a 5/5 for 1GW so there's that. The question is how quickly can we get there? My best line on it so far is T1 Mana Dork, T2 Burning Tree Emissary, Elder which is a 3/3 on 2 that can tap for 3 and then do something W/B or W/U on T3 to make it a 4. But I'm sure magical Christmas land on this is something much sillier.

I have a feeling Oko will be really obnoxious paired with Nissa, Who Shakes the World during the second half of her run through Standard... Those awakened lands lose vigilance and can't tap for mana, but they become 6/6 beatsticks, or he can just make even more 3/3s..
Cascade is triggered on cast and not ETB, so no.
You can use Strionic Resonator to copy it, though.

Have you considered Serra the Benevolent? All habilities are rather relevant. Also, Teferi, Time Raveler and Spell Queller can win you some matches all by themselves. With Teferi out, if you return Queller to the hand the spell just stays in exile, since your opponent can't cast it as part of the trigger resolution.
