If your idea of a fun rogue deck is taking a french vanilla beater and putting a bunch (commonly-run|vanilla and bad) equipment on him, I don't know what to say. I mean, I can respect someone who makes a the unspeakable arcane deck even if it's bad, because at least it does something new. But if you're trying to have a fun game of EDH maybe the problem is that you deck was boring to begin with.

Tell me about it. I was somewhat annoyed myself with how wordy it came out because that is the ruling for mana burn (thats been slightly altered) and a few words added to include a condition (While in Command Zone).
As for the body, I think it serves its job like how you stated.

And so it is the same with the Kobold, he rarely ever matters. Though it would be funny to blow up an Omnath and watch the Omnath player lose a large chunk of life just cause Azzie-Azzie matters for that.
I would say it come up more in EDH where it would matter most as afterall. Its not an uncommon sight to see people ramp up mana, be wasteful with mana, not be pressured by their own lands. A Land-Hate general if you will.

If I wanted a manaburn EDH General, I would take this in a heartbeat if it was real.
The key difference between this and normal Mana Burn is:
1) It checks Steps not Phases.
2) It only harms your opponents.
3) Azzie-Azzie must be in the command zone.
How is this balanced?
1) This takes a page out of Oloro's book for benefits while in the command zone. However here it only works there. If you cast Azzie-Azzie you don't get to cause mana burn.
2) Azzie-Azzie while not in the command zone is a 0/1 for R Kobold Shaman who has Pro-Red.
3) Why a Kobold? Why not. We got plenty more Elemental, Goblin, Minotaur, Cyclops, Hydra, and other legends than we do Kobolds. So his tribal significance is very low unless you choose to have cards that care about Shamans.
I dunno what else to tell you guys (and possibly gals) for this.

This one is a mixture of Skeleton Ship and Ghost Ship. As nice as Skeleton Ship is to have as a commander, I myself run a Skeleton Ship COMM deck, it is not the most strongest choice amongst other choices and I have found requires being built around to utilize its -1/-1 counters better. Even nowadays though, this kind of card would be seen as underpowered if this was your Commander.
Personality: To sit in the presence of Purphoros is to be inspired. He forges the most ornate and delicate items only to dash them into flame and start again. He is reasonable yet ultimately follows no rules save his own creative and destructive impulses. Sometimes, this can mean covering a whole area with lava to make way for something new. His main flaw is that of frustration, of feeling limited and constrained. He is forever pushing against the barriers of mortal imagination, sensing that there is much more to express. This can cause him to plummet into despondency and then lash out at the world with raw destruction.

My thoughts on the two variations on Zeke-Meke? I just was thinking of a green trickster legend for EDH/COMM that was not so much about brute force. I originally was thinking of giving the creature version of Zeke-Meke Hexproof or Shroud but thought that might have been just a wee bit strong.
If it is I hope it goes in Black where it was supposed to be. Maybe Black will be a good color again?

Nylea/Heliod CMC = 4 = Garruk/Ajani CMC(s) = 4
So theoretically:
Purforos CMC = 5 = Chandra Nalaar CMC = 5
Erebros CMC = 5 = Liliana Vess CMC = 5
As of right now 3:5 of the revealed gods so far have the same CMC number as to when the first five walkers were revealed.

I still standby the fact that a Healing Salve or even a Hero's Reunion gets you a beefy creature for simply casting a heal spell.
