This spell cost 2 less to cast if an opponent has drawn two or more cards this turn.
Counter target spell unless its controller pays X. If that player does you may draw X cards and discard X cards.
The original cost was 1G, but honestly not sure that it can warrant that cost, as it's hardly worth its place in the deck since it doesn't do anything on its own. That's a troublesome weight to burden. I think a single mana should be fine, but I still do question two mana simply for the last effect, because it holds so much effectiveness.
With That Logic Sneak Attack which is a card that does nothing on its own should cost R, and we know for sure that that is not the case. This are not one shot effects, this are repeateable effects and you can have aviable as soon as turn 1 and that would sit in the table fiving you some kind of advantage that outweights its initial cost for a a long shot.
