Dorks, I'm kind of just not a fan of. I'd prefer rocks where I can. I'm open to consideration though, so if you have a rationale for including some I'm open to convincing.
My rationale is that they come down turn 1, allowing some sweet turn 2 plays like Arena, Pod (which also sacrifices them), Deed or O-Stone if you want to scare the board to play out their stuff, Wood Elves to keep the ramp going, then later they help you get death triggers for your stuff when you don't need the mana. Elves of Deep Shadow both fixes your mana while being money-wise cheap, so for you it's the highest value (birds is better, but costs more). The one's that don't fix aren't of as high value to you unless you want to lower your curve (in which case they become great as you can pod chain off them or get ahead early, but you curve is a bit too high for them to be slam-dunks right now) but I'd recommend at least testing an Elves of Deep Shadow to see how you like it as I think both the best case scenario (having one turn 1) and the worst case scenario (getting one where the mana is unimportant), they provide you more than a rock with the downside of dying to boardwipes.
Yeah the new mox is meh, but well, I like it anyways. You can cast it with As Foretold haha. Or flip it with Rashmi. I'll probably run it somewhere sometime, but none of my current decks want it.
I've never built a Glissa deck, an artifact deck, or even a golgari deck but I've had her in mind as a potential GB commander if I ever wanted to build golgari several times becaucse of how sweet of a blocker she is. I love Birthing Pod as a card so I'm always happy to se it played ^^ My lists have been more combo-y when I've played the card though.
Some thoughts though, although keep in mind I've never played pure golgari in EDH haha (I've played BUG a bunch though, a bit of Abzan as well)
Why no signet? It seems more reliable than Fellwar Stone for your colours.
Assassin's Trophy, Abrupt Decay et al seems good here as they not only deal with problem permanents but can also trigger Glissa. Toxic Deluge as well, but Trophy and Deluge might be out of your budget
Any reasons not to run dorks? You have a lot of 3 drops that seems awesome to play T2, Wood Elves, Phyrexian Arena, Necropotence, Birthing Pod, Glissa etc

Yup, psying 1U upfront for the effect is okay, I'll still play it somewhere but I'm not very happy spending 4U at sorcery speed to Preordain unless I really need it. For me to be excited about it at least the flashback would have to be at instant speed. I prefer Impulse over this at 1U, or Preordain and Ponder at U of course.
Giver of Runes is nice for decks that want a 2nd mom, I guess
The First Sliver is means you can cast your whole library in a food chain deck without the need to run allies or whatever, just pick whatever wincon you feel like.
Ranger-Captain of Eos is awesome for chord-type decks. If I ever put together another one he's definitely going in, he can grab a Walking Ballista or Viscera Seer if you need that while also protecting your combo
Goblin Engineer seems decent, I'm not sure where or if I want to run it but it's an interesting card
While Vandalblast is usually better, I wonder about By Force.
I'd very much rather run By Force since it allows me to use non-red mana, but well, I'm fine with just Vandalblast in my Rx decks. I do really like this card in other formats for getting around Chalice of the Void, but since Chalice is non-existant in this format (I don't think I've ever seen one), I don't want to run this. It's not bad, it's just that I'd rather run other cards over it if I want anti-artifacts card. Maybe in mono-red...
Eh. I honestly think it would've been better as spot removal but this is more interesting I guess.
I like it. It stops Tooth and Nail, Protean Hulk, Kiki, and other 1-turn several creature combos. It allows you to tap out and feel a bit safer if you're up against creature decks. I don't think it's anything great, but I'll probably find a slot for it sometime, somewhere. I might try it in Tasigur just to get a feel of the card.
It's... playable. Kind of. The fact that it's both colorless mana and enters tapped makes it outclassed by a lot of things that only do one of those. If you're playing Polymorph, this is a cheap target for those type of effects that have no way of being hits themselves I guess. So there's some form of use for it, but it fails more because it's outclassed by better cards most, if not all of the time.
Prismatic Vista will also go into everything I play. It fixes your mana and let's you shuffle your deck? What an awesome card.
And Force of Vigor is going into everything green. This is going to be a full cycle? I love this set already! I hope the other's have great things in store for us please don't let the black one be spot removal

And not only is this fun for EDH; I get to play Fact or Fiction, Flusterstorm, Prohibit and a new Force variant in modern??? I can't remember ever being this excited for a new set.
I'm loving Force of Negation. I'm expecting a very expensive card so I'm happy getting one and swapping it between pretty much all blue decks I'll ever play (well, except Wanderer) ^^
Since Snow-Covered already are in modern, I'm hoping this will make them cheaper, since I'm in the procress of picking up snow lands for my Gx decks (Wanderer/Arixmethes) that are interested in Into the north as redundancy.

I also wanted to ask a question about Gurmag Swiftwing. Let's say we have Arcane Adaptation and Yuriko, the Tiger's Shadowon the board We also have and a Ninja with ninjitsu in our hand. Could we get two Yuriko's triggers due to Gurmag Swiftwing first strike damage and replacing it with the Ninjitsu Ninja before the "normal damage" is dealt??

I'm no fan of playing stax or another mono-blue reversal-scepter deck though, so I've got no interest in him personally. But he is good.

I think the only way to do that is through an overcosted equipment, all other effects is off color.
