That and the mentions of WUBRG made me wonder if you can make a 5 color spell using hybrid mana, that can be casted only using colors within a shard.
Using friend colors ( ) would not work, but using enemy colors ( ) would work.
But seeing that Maro wrote "costs" (plural) that means there is more than one card... It might still be something that connects shard colors and casting WUBRG-spells
My first though was it will fit in my the scorpion god deck as one of the 99. But with proliferate that is much other fun stuff you can do with it, this feels like a mono black Atraxa, Praetors' Voice with sacrifice theme and included card draw. It would not surprise me if someone tried to make a mono black superfriends deck.
A commander for abzan enchantress is something I want, I had a deck for a while that started in selesnya, but it went more fun with some black mixed in it.
For flavour I want to include the random element from red with the classic white/blue blink, a less controlled blink as something went wrong, like a portal experiment running amok. Maybe something not far from Roon, but exile a random nonland permanent (you control/own(?)), and return it at end of turn.
Sometimes I wish it was more jeskai commanders around, but Zedruu will work for me for a blink deck with some trading around to use the effect from zedruu.
Mudslide is something between moat and propaganda, making you need to pay 2 to untap each non-flying creature. It can also disrupt non-flying creatures with tap abilities, like elves.
Last year I decided to build a deck with one of the gods from Theros as commander, and it ended up with Keranos, God of Storms because of the "draw one more when top card is land"-ability. The number of lands in that deck is 50 (because why not?), looting effects and land cycling. That deck is still a bit experimental and goodstuffy as I have not played with it much to see what it needs.
When I got Niv-Mizzet, Parun promo from the prerelease I decided to put it in my deck, and later it ended with adding the other two dragons to it. Some of the reasons is that I had curiosity in the deck (Keranos can ping opponents too), that is a combo with Niv-Mizzet, and the Niv-mizeets fits in the drawing theme in the deck.
This discussion so far have been pretty much destroy this and destroy that, but why not try to help out the person with the fewest lands with something like Oath of Lieges? The only downside is that enchantment don't take into account all non-land based ramp, but any destruction of non-lands is generally more accepted.
Now that you say it, that card really breaks symmetries in decks that gives everyone cards, it can go more crazy with wheel effects like Windfall and Magus of the Wheel
Smothering Tithe might go well together with Mind's Eye, whenever an opponent draws a card and don't pay 2, you get the mana needed for a card yourself.
Oath of Lieges would probably slow the game even more than glaciers.
With glaciers you should be somewhat prepared that you are likely to search you deck every second turn (or more). But with liege you also have unprepared opponents searching for lands + land counting to see if you are able to search or not.
That is the downside the trader, red generally can't do any interactions with enchantments.
Two things I can think of that also can help any chosen opponent is untapping one of their stuff with cards like Vizier of Tumbling Sands or blink their etb creature with cards like Eldrazi Displacer
Oath of Lieges is on the border to group hug, can help with color fixing and get needed lands for any player that don't ramp. I mainly use that to easier assemble the plains needed for Emeria, the sky ruin

Something not discussed is a blink themed jeskai commander. Baseline is Azorius Brago, King Eternal. With green Roon of the Hidden Realm, with black Aminatou, the Fateshifter with the -1 ability. I want to use something else than a Zedruu the Greathearted for decks with red.

As your deck would mostly be filled with creatures a Vizier of the Menagerie would be good here, add courser of Kruphix and/or oracle of mul daya to get around lands.
Creatures that you can dump mana into is also useful. Soul of New Phyrexia, Silklash Spider, Obsidian Fireheart, Dwarven Miner, Kumano, Master Yamabushi, Viashino heretic
Dualcaster mage to copy something useful. Heartwood Storyteller if you want to add more card draw into the game that would benefit you the most.

Fractured Identity is a fun card that can even out games, used that card on an opponents Elesh Norn, Grand Cenobite once to wipe their own board
