You can make many many many piles with Doomsday, but some of the fastest and best piles include using Gush twice. This is where having 4 typed islands in play makes a real difference.
Being able to return 2 islands to cast Gush, makes life with doomsday easier.
Once opened, this entire pile should cost you 0 mana. And because of this, you should be able to win early on in the game. With 4 islands, this is playable on t4.
the main issue with Consultation/Tainted lines is that you cant have the 5-6 basic islands (to compliment the Duals and Shocks) that are required to have consistent access to 4 islands. In the Consultaion Kess manabase there is only 6 typed islands. Whereas, in my Jeleva Storm/Doomsday list I currently run 9. The jump from 1/5 of lands to 1/3 of lands being islands really helps when making piles.
Cut about 8 lands. You dont need 38 at all. First cuts would be anything that ETB's tapped, then look at cutting Volrath's, and boseiju. Just no need for them.
If you need to make up the singleton manabase, the battlebond lands (Morphic Pool and Luxury Suite) and the new Canopy Land, Fiery Islet, are great includes.
You want to go down the doomsday route, but you are running Kess. Kess works a lot better with the Tainted/Consultation lines as it makes a 1 card combo. The main issue you are going to have is that with the singleton mana base that is needed for tainted pact, you end up cutting off some of the easiest and best doomsday piles. Not having a free Gush can be tough when making piles.
Trying to run both Consultation and Doomsday is gonna be a tough ask.
One thing you will notice here is that this is NOT a sliver Tribal deck.
The reason the First Sliver works here, is because of the cascade ability that he holds. When paired with food chain, it makes an incredibly powerful combo deck that can kill very quickly.
cEDH is a very different beast than regular EDH/Commander. There is no "chair tribal" or Pheldagriph group hug. It's "be completely relevant on t3, or loose". We cEDH players are a nice bunch of people, but we also like to win.
If you are looking at a powerful tribal deck, then The first sliver is probably your best bet for the casual tables.
[[Extirpate]] is a pet card of mine, it shuts down any of the hulk decks including Shuffle, but also the Frog and any reanimator style deck. At the cost of 1 mana, its definetly worth a look.
As for Krosan vs Nature's Claim. 4 life is nothing in cEDH. the added 2 cmc is not worth the "uncounterable" part of the card. Even if our opponent is at 40 and gains 4 from natures claim, Fishbowl bolts for 50, and most other wincons are infinite or have an alternate way of winning.
Stifle sees little to no play and therefore Trickbind would almost never be considered.
Angel's Grace is the only other card on the list that sees play. The combo with AdNaus is just too good to pass up and with the way that priority works, it is just too good to pass up.
Flood of Tears
4UU
Sorcery - Rare
Return all nonland permanents to their owner's hands.
If you return four or more nontoken permanents you control this way, you may put a permanent card from your hand onto the battlefield.
I'm not a modern player. I have almost no interest in the format. Until Echo of Eons was spoiled and now I have a deck that I kinda want to brew and play. Its the first card that has really excited me in modern.
So, here is my idea and i know it needs work. Which is why i am reaching out to the modern community for help.

Some pointers on your list.

The London Mulligan rule is being implemented with the arrival of Core Set 2020 in July
I have updated the list with the suggestions.
Edit: Forgot EW was already in modern.
Watcher has some potential to be a great card.

5x Island
4x Scalding Tarn
3x Mountain
4x Steam Vents
4x Polluted Delta
Creature
3x Chasm Skulker
4x Dakra Mystic
3x Baral, Chief of Compliance
2x Force of Negation
2x Thought Scour
2x Izzet Charm
2x Burning Inquiry
4x Manamorphose
4x Opt
2x Remand
4x Faithless Looting
4x Echo of Eons
Planeswalker
4x Narset, Parter of Veils
I think this should play out kinda like a storm deck. Generating lots of card draw and advantage through Opt, Faithless Looting and Echo of Eons, but using Narset, Parter of Veils to lock our opponents out of the game.
The main finishers here are the Chasm Skulkers as they are going to get incredibly large when we are drawing 7's from our baby Twisters
Thoughts? Ideas?
