Birds of Paradise and Noble Hierarch have been the best mana creatures in modern since the format's inception. Deathrite, appearing quickly onto the scene but disappearing soon afterwards, briefly took the first place slot. Third place goes to Arbor Elf.
I believe Modern Horizons would be a perfect place to print new mana creatures that could compete for power level with Birds and Hierarch. These are the type of cards that are too good for standard - where they hesitated to even print Llanowar Elves - but are perfectly acceptable in modern and legacy.
It's pretty sad that Breaching Hippocamp is the best untapper in the 4-drop slot. It is not a good card, but it is necessary for the combo in temur. I hope Wizards prints a strict upgrade soon!
I highly doubt the decklist rule is for anything other than the Mythic Championship? GPs? Too many players for something like this to work.

The new Raze Boar card might be a good addition to Breach Titan decks. It's one turn slower, but it adds more power to the board than Breach, and it returns Titan to your hand at the end of the turn so you can replay it next turn if your opponent somehow isn't dead yet.

Don't think I'll play this in mono U tron. I will, however, play the new Karn.
How do you get "the masterless" out of this?

Upsides compared to Seismic Assault:
- can attack and block
- not awful in multiples
- can return extra lands to your hand
- slightly easier mana cost (maybe)
Downsides:
- requires mana to activate ability
- dies to creature removal
