I think even at GGRR this would be very pushed. It's basically a guarantee of at least 8 damage every turn, but it also has heavy politicking implications in EDH. "Hey, if you chump block my mole god with your 1/1 tokens over and over I'll use the rest of my creatures to kill Billy and Bob for you with my nigh-infinite combat phases."
Have they said if this deck is going to be print-to-order? They just recently announced that from now on only some of the Secret Lairs will be print-to-order.
If the lands and artifacts it targets didn't have to be legendary, that Lara Croft card would be a very fun and powerful commander. Basically it's just body with first strike and reach that makes you 1 treasure at the end of your turn since it can only legendaries.
They may have the restriction to limit how it can be abused. Also, note that it can exile from opponent's graveyards as well. The treasure lets you cast/activate cards out of her color identity.

I would imagine the designs of the characters, items and places will be an amalgamation of the movies, comics and the creative teams’ vision just like LotR was.
I would also imagine that characters that are prominent in the MCU at the time of release will get way too much representation, like they do with the comics. “Introducing Marvel Commander decks, featuring Iron Man, Captain America, Thanos and… Enchantress”
I know this is just an uncommon, but this doesn’t feel impactful enough to justify adding a whole new card type. It’s like they decided they wanted to add a new card type before they knew what it would be instead of finding a new design space and realizing it needed to be a new card type rather than a new subclass of enchantment.
