It's effectively the same thing. Silent Arbiter only restricts the number of creatures you can declare as attackers. If you attack with Najeela, that's a legal declaration of attacks. The token that's created isn't restricted by Silent Arbiter since it didn't "attack," it just shows up already attacking.

Hi, I have few questions. If I have Marchesa, the Black Rose as commander of the battlefield, how to resolve this situations:
A) I have some 1/1 creature (RAT for example) with one +1/+1 counter on the battlefield. Some opponent's source (only one source) instant spell for example places 2 -1/-1 counters on my RAT. Will my Rat go back to the battlefield thanks to Marchesa's ability? (even if -1 counters negates +1 counters etc.)
B) Same situation as before, but now opponent casts two inastant spells and every one of them places one - 1/-1 counter on my RAT. Is there any difference if there are now two opponent's sources in this situation?
When I have Panharmonicon on the battlebfield and I'm going to cast Gilded Drake . How should I resolve Drake's ability for the 2nd time? Is it like:
- move it again to exile
- back to battlefield
- and change again control of Gilded Drake and opponent's creature? (so take control of 2nd creature)
I understand doubling of triggered ability when it's like "when comes in to play you gain 2 life" but this situation with Drake is little bit confusing for me.

When I have Herald of Dromoka on the battlefield, my creatures get vigilance. But in some situation during the game is better for me to tap some other my creature to attack (and have it tapped). Can I do it? Or when my creatures have vigilance they never must be tapped to attack?

Opponent attacks with 1 creature, lets say creature AAA 3/3.
I decide to block him with 1 creature, lets say BBB 2/2.
After that I send my BBB creature to "exile and back to battlefield" with Cloudshift for example.
Does AAA creature remains blocked? And because my creature BBB is removed from combat will survive? (My card has no memory and it changed zone so it doesn't remember it was in combat and blocking ... is it right?)
And because it was blocked attacking creature deals 0 dmg to me?
Situation 2:
And how to solve same situation with only one difference: Attacking AAA 3/3 creature has now trample?
Is it 1 dmg to me beacuse of trample?
... and I'm gonna use her second ability:
0: Look at the top card of your library. If it's a land card or a creature card with converted mana cost less than or equal to the number of loyalty counters on Nissa, Steward of Elements, you may put that card onto the battlefield.
And my TOP card is for example Icefeather Aven. Can I choose how I'll put Ice. Aven on the battlefield? Face down or face up? I'd say no. Because it's not cast, it must be always put face up.

SD says "skip next combat phase"... and for me next is 1st of those 2 combat phases.
