All this for a measly 7 mana (EDH this is nuthin). So untap with an empty field glaring back at you you? Way to good. I almost could see this card being banned but I don't think it will.
I don't even se how people can downplay this card. Its a 7 mana "I wipe your field" at instant speed. Play it EOT of their turn with Maestrom Wanderer on turn 7, turn 8 swing with an empty field at whomever you wish. As a blue player, this card needs to get banned. Or it is an auto include in ever blue deck. Either way.
This was my first impression. I was surprised to not see it banned during the September announcement... but I guess the card wasn't out yet. How fast did they ban Griselbrand? I'm just anticipating to have to pull these cards from my decks fairly quickly (I've already started playing with them proxied). In a multiplayer format, they are just broken if not countered. In 1v1 it's a cheap targeted bounce or GG next turn if resolved with overload. And the fact that it's an instant and you can Merchant Scroll it is nice.
Don't replace your Devastation Tide or Capsize with it - merely add it as another bounce. Bounce is good, learn it and love it.
I play a lot of multiplayer, very little 1v1 (although on occasion) so that's why Capsize doesn't have the bang it should have when there's 3 or more players going and you get only 1 untap (unless of course it's hooked up with Seedborn Muse... then it's disgusting).
So 2 big differences with D Tide:
1) ALL non-land permenants instead of "each non-land perment you don't control." is a HUGE difference.
2) C Rift is instant-HUGE
Aren't these reasons enough for auto-include. Obviously WAY better than D Tide. When you want to go off, or put the finishing blow with an attack, bouncing all your opponents non-land permenants at end of turn is the way to go, no? What am I missing?
I haven't seen a thread dedicated to Cyclonic Rift, but I feel it needs one. This is an obvious play card for every deck running blue, right? I find myself getting rid of random removal spell or Capsize to put this into all my blue decks. It seems so versatile. Has everyone done the same, or are there instances where you don't want Cyclonic Rift in your blue EDH deck?
You also have the choice of playing a five color general that could throw-off your opponents on your plan, and give you access to the best cards of every color (even if you don't use one of the colors, but most likely you would because even green has tutors for your combo).
Making room for it and altar's reap are the two big changes I would make.
Especially with 2 possibly First Striking Wolves and some solid flyers (evasive). Even on the Hound they are great: take 4 or auto deal 2 damage to your blocker? Pseudo first strike!

Village Ironsmith is pretty good too, maybe replace Walking Corpse? Another good target for Flail. Or if you want to keep your curve low (I see you're running 16 lands), then just replace Doll with Ironsmith.
