Not sure what is the purpose of this. I know from experience that since casting is now optional, it mostly enable douche players from claiming you missed your trigger if you draw your card, since the time counters are removed during upkeep. That will be the one major difference it makes. Enable douches.
i fail to see how pointing out missed trigger would be considered douche. intentionaly witholdig information about trigger your opponent missed is also infraction so there is no incentive to do so.
It's not an infraction if your opponent didn't say anything if you missed a trigger. Current MTR rules put the onus on the controller to keep track. It's then on the opponent if these missed triggers happen or not.

I'm sure there's some other corner cases like that, plus bringing it in line with the other "You may cast from Exile" effects that are more common these days.
Here's an example from Rules Manager Jess Dunks in his thread explaining the rules change.
For example, your Crackling Drake is the only card on the battlefield. You have Blade Banish suspended with three other instants in exile. Blade Banish comes off suspend; can you cast it?
You can start to, but once you do, there's no longer a legal target for it. A strict intepretation of the rules backs the game up, but then you have to cast it again, and it becomes a never-ending loop. There are other, more complex cases too.
With the spoiler season done, it's to continue the eternal hype train with this round of Secret Lairs. The first of them is Hard-Boiled Killers: five cards done in the style of classic murder-mystery novels.
