Merchant of the Vale: this will fill in the slot left by faithless looting, yes it's not faithless looting but the 1-cmc capability to discard vengevine is already enough to give it a shot. it can also be used to trigger vengevine later on by casting the creature side. i'll start with 3 and very much open for 4.
Stonecoil Serpent: a threat with reach/trample plus flexible casting cost. my experience before with myr superion says artifact would be a downside but this one has protection from multi-color so kolaghan's command a premiere 2-for-1 spell and assassin's trophy a catch all removal wont be able to destroy it, i doubt opponent would use specific artifact removal just for this one. the only spell i could think of now would be abrade.
there are 2 sultai builds that consistently present in the mtgo 5-0 league results.
1 is a build with "glimpse and creeping chill" and the other build is with "collective brutality no chill". both this build has hedron crab in it.
is there a way to work it out to have "budget" in reference of paper and not mtgo, mtgo users can now rent the deck online but not in paper and i believe paper players need it most in terms of budget. thanks that there are content creators like you who targets budget players just like me. keep it up!

i might try a 1-of that land, it produces black and the untapped condition is easily fulfilled. the activation cost is a bit high specially if you're playing smallpox, but if the situation calls for it atleast i have something that i can use.
another card that interest me in ELD is Murderous Rider, it's a hero's downfall + a creature with lifelink in 1-card, i can see it as a good sideboard card against decks that we need to pressure just like UW control.
i would assume you're on a budget. (i am too, don't have lili's)
this are my comment about your list:
manabase: you're still more of a black deck so flagstones of trokair is a bit odd here and may cause manascrew, i suggest to replace it with concealed courtyard. i would also replace buried ruin with concealed courtyard due to same manascrew problem besides ruin can only return artifacts, i think you already have enough rack effects to give up buried ruin.
oblivion ring/disenchant: i think this are sideboard cards, i'd suggest to replace them with removals, let our discard handle problematic cards G1.
i'm excited as well to try the new ELD cards, i'm looking specifically at merchant of the vale, thrill of possibility and stonecoil serpent, but i plan to try them in my RG vengevine which is a different deck. i plan to share my list in the RG vengevine thread once all ELD cards are revealed.
Edit: ok, i was quick to judge this list the first time i saw it without actually testing it. today i jammed a few games on xmage and i fell in love with it instantly! this is so fun to play!
but i can't understand why you need to go in a lot of trouble to cast dreadhorde arcanist, ensure it won't die and can attack next turn to cast living end from graveyard just to get a bunch of 1/1's and some vengevines, it just require so much setup to do when all you need to do is just to cast 2 creatures to trigger vengevines.
yes, you may have purphoros but don't expect to have good chances of getting it when the list is not optimized for that. it's either you pick vengevine path or the living end path.
already settled and satisfied with my list below, it's less explosive but the meta with a lighter graveyard hate makes the inconsistent explosive start somehow tolerable for me. the list has an aristocrat style Plan-B with Blood Artist, this is for board stall or to fight under ensnaring bridge.
i'll just gonna leave this list as is until an interesting card came out from the new set.
sultai vengevine did a great showing again in modern challenge at 9th position.

there's also another sultai copy in that top32, result speaks for itself along with it's consistent 5-0 league.
looting is the primary reason to play red and now it's gone and players already finding success adapting sultai.

ok, i'll take back what i've said here. a BUG Vengevine list made 10th place in MTGO Modern PTQ event (8-1).
there's something going on here, it still doesn't have a discard engine but will definitely give it a try.
