seeing as how mono-blue tempo made only one top 16 in the last three SCG tournaments, mono-blue tempo seems like not a big deal and looks ripe for improvements.

yet you ignore the fact that new cards bring vastly improved tools for tempo and finishers. Azorius split cards + Mission Briefing is already vastly different than mono u by offering much stronger end game and card advantage.
Absolutely it requires some planning and forethought.
For laughs I looked, I have near 40 Mythics, literally pages of Rares I'm not even going to count, and any Uncommons or Common play sets I could want.
If you dont want to put in Money, you put in Time.
If you dont want to put in Time, you put in Money.
Either way, carry on blaming the game design for whatever evil's are in your life, meanwhile people can just roll up with an email address, and get started.

In a meta full of GB midrange and Red Aggro deck variants is it worth to maindeck Essence Scatter? If so, what could we take out, 1-2 Opts, or maybe one/two creatures? I like the 4x Spell pierce and Dive down so I wouldn't touch them.

You need all the card advantage you can get. Can probably remove 1-2 Spell pierce. Unless you plan on running Chart a Course
Don't think there is enough duals to get llanowar in there and have Sarkhan, Fireblood come out reliably on t3 since that needs like 19 sources if I'm right. Removal might be a little to much so that will need some further tweaking.
There is also Find\\Finality which will let you get back cards from graveyard

Pound for pound, mono-u isn't trying to put extreme pressure on an opponent. Mono-U's whole gameplan is Curious Obsession and Tempest Djinn

mission briefing a snapcaster mage without the body...yep...not seeing how that works.
