So this always costs 1 mana more than what it can exile, and it can never exile Primeval Titan, Wurmcoil Engine, or half of Tron's planeswalkers...pretty meh. Unless I play that few creatures or I fancy my odds with Snapcaster Mage that much, I'd rather play Skyclave Apparition.
Don't forget to count the white pip as well. You can exile a 1 mana permanent for just W.

Absolutely not Stasis. One of the most hated and least fun cards of all time. A commander-only set would be the worst place to put it (aside from a beginner/intro product).
